N0016421CB006– SOLE SOURCE – Engineering and program management in support of ship design and production of DDG 51 Guided Missile Destroyer Class Ships for Program Management Office (PMS) 400D. - PSC R499 – NAICS 541330

Anticipated Issue Date 02 September 2021 - Anticipated Closing Date 17 September 2021 Time 14:00 EST

Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a maximum six (6) month period of performance with SERCO INC., 12930 Worldgate Drive, Suite 600, Herndon, VA 20170.

In accordance with the statement of work, tasks include Ship Production Planning and Engineering; Systems Engineering; Combat Systems Test Engineering; Post Delivery Planning, Engineering and Management; Engineering Services, Configuration and Data Management and Logistics Support.

This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1.  The basis for restricting competition is the unacceptable lapse in PMS 400D support services.  Any interruption in the PMS 400D support services would negatively affect mission readiness, quality of life for U.S. Navy sailors and their families, and result in increased costs to the taxpayer. SERCO INC. is the only vendor capable of continuing to provide the Navy uninterrupted services in the allotted timeframe.

A formal solicitation will not be issued.

This notice of intent is not a request for competitive proposals.  A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.  Interested entities may identify their interest and capability to respond to the requirement and detail its ability to be fully operational by 01 November 2021.  Direct questions to Ms. Tisha Langell by email (Tisha.langell@navy.mil).  Please reference the last four digits of the contract number when responding to this notice.
