Amendment 3: The purpose of this amendment is to extend the solicitation due date to 10:00 am CEST 5 August 2024

Amendment 2: The purpose of this amendment is to extend the solicitation due date to 10:00 am CEST 29 July 2024; and amend the statement of work.  

Amendment 1: The purpose of this amendment is to extend the solicitation due date to 10:00 am CEST 22 July 2024.

Reason: Questions posed on ProjNet did not receive an answer prior to the solicitation closing.

PURPOSE OF THIS ANNOUNCEMENT:

This is a solicitation announcement for design and construction services as described within the announcement on www.sam.gov (SAM). Offerors are responsible for monitoring the SAM website for changes to the announcement. INFORMATION ABOUT THE PROJECT:

The Request for Proposal (RFP) provides parameters for a design-build project for

renovation of State Emergency Medical Service Garage in Purvciems Riga, Latvia

The project includes the following general items of work, detailed requirements are contained elsewhere in this Statement of Work:

a. Renovation of the garage floor and interior.

b. Renovation of the garage vehicle wash station.

c. Provide waterproofing and insulation of the building’s exterior.

d. Provide other mechanical, electrical, and plumbing changes.

PROJECT LOCATION:

This project is located in Purcivems district, Riga, Latvia; Nīcgales iela 7, Vidzemes priekšpilsēta, Rīga, LV-1035, Latvia. Latitude 56°57'27.7"N Longitude 24°10'40.6"E.

PRE-PROPOSAL SITE VISIT.

The Government scheduled a pre-proposal site visit on 4 June 2024.

Time/Date:  4 June 2024 at 10.00 a.m. Local Time

Registration Instructions: Offerors must pre-register their attendees no later than 3 June 2024. To Pre-Register, complete the site visit attendee information sheet (solicitation attachment 10) submit via email to sterling.j.alphonse@usace.army.mil, thomas.m.bookout@usace.army.mil, and jay.d.anderson@usace.army.mil.  Offerors MUST pre-register in order to attend the site visit. IMPORTANT: Any individuals planning to attend must register in advance with all information provided in site visit attachment to be permitted access to the sites—please use the attendee information sheet attached to the RFP. Also, space may be limited and as a result the number of attendees per company may be limited.

Project Questions.  All project questions should be submitted via ProjNet (see instructions below). Any answers given at the site visit are strictly unofficial.

PROJECT INQUIRIES. 

Offerors with technical inquiries shall submit their inquiries in writing via “Bidder Inquiry” in ProjNet at www.projnet.org\projnet. The bidder inquiry key is 9TH5AE-N6W58Y. The government reserves the right to decline addressing certain questions. Further, no questions, unless in the government’s interest, will be answered any later than ten calendar days prior to the stated deadline for offers. All Offerors are encouraged to register on ProjNet for alerts to stay abreast of Q&A’s that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit & review inquiries. To self-register, go to the webpage, click BID tab, select Bidder Inquiry, select agency USACE, enter the key for this solicitation listed above and your email address. After initial login, enter all the required information to create your user ID. Verify the information on the next screen and from there you may submit and view inquiries. HOW TO RESPOND TO THIS ANNOUNCEMENT:

Proposals must be prepared and submitted according to the instructions within the contract solicitation (plus amendments). Full instructions on how to submit a proposal are within the contract solicitation (plus amendments). Please follow the instructions carefully. Please be sure to submit your proposal no later than the time and date specified in the solicitation (plus amendments). Interested offerors must submit a non-price proposal for evaluation in addition to a price proposal to be considered for contract award.
