F--Sources Sought WildFire Break Forest Thin - ALL US

This is a sources sought for a Wildfire Fire Break and Forest Thinning BPA - NATION WIDE

Requirement is as follows

The following activities may be executed singly or in combination. Work may be linear (such as when constructing a fire break) or broad scale (thinning) within a management unit.
The following list is not exhaustive of the types of vegetative manipulation that may be needed.

1. Remove all trees within 50' of refuge boundary or along designated fuel breaks.
2. Remove from a given site or fuel break all standing dead and on the ground trees 6" DBH or greater.
3. Remove from project site and haul from refuge all cut woody material 6" or larger in diameter.
4. All stumps within 50' of refuge boundary or within and along designated fuel breaks shall be ground to ground level or slightly below grade.
5. Cut tree stumps shall be no more than 6 inches high and shall be flush cut where possible.
6. Tree stumps shall be chemically treated with a dye and followed up the next growing season to treat any resprouting.
7. Mow/Remove all brush/vegetation from fuel break area.
8. Cut trees and tops shall not be left hanging or supported by any other trees or brush.
9. Masticate all vegetation up to (specify diameter) and cut and remove all trees up to 18" in diameter.

The work is/may be performed in prairie or timbered environments in flat to steep terrain where surfaces may be extremely uneven, rocky, covered with thick tangled vegetation, and contain wet leaves/grasses, etc. Additional hazards that may exist include holes and drop offs, rocky terrain, wet/muddy ground surfaces, open bodies of water, and down/standing hazard trees. The hazardous nature of the work requires Personal Protective Equipment (PPE) be worn in compliance of OSHA requirements.
The vendor shall provide all materials, labor, equipment, tools, transportation, lodging, supervision, expertise and other incidentals necessary to successfully complete fuels break work.

Vendor does not have to service all states, just state which states or areas can be serviced.

Q1.Once trees, stumps and vegetation are removed, are you seeking complete removal or a lop and scatter technique into the surrounding areas of the designated break?
The lop and scatter falls in line with the National Wildland Coordinating Group standards for fuel breaks, but I understand there are multiple avenues of achieving the same goal.

A1.This type of specific would need to be addressed as a part of the individual scope of work tied to that site project. It might vary depending on project. We would be looking for vendors that could do both of those options.
