SCOPE OF WORK for Abbott Laboratory Instruments Maintenance
BACKGROUND:
The Department of Veterans Affairs (VA), VHA Public Health National Program Office conducts public health surveillance and research within VA focusing on biosurveillance and healthcare-associated infections (HAI).
Since 2006, the Public Health National Program Office has operated as the surveillance arm of Patient Care Services with a primary goal of developing advanced capabilities for collection and analysis of healthcare-related data for surveillance of infectious diseases, chronic illnesses, natural disasters, environmental exposures, as well as biologic and chemical threats. It also includes syndromic surveillance for early detection of outbreaks and monitoring of disease trends.
The VHA Public Health National Program Office, located at the Palo Alto Healthcare System in California, is at the forefront of this endeavor, and is expanding its capabilities to rapidly detect a broad range of infectious agents by operating the Public Health Reference Laboratory (PHRL). PHRL is a CLIA-licensed and CAP-certified laboratory offering high complexity validated assays for clinical care and public health investigations to all VA medical centers. PHRL, as a national referral laboratory, recently increased its surge capacity in response to the pandemic for VA COVID testing. Through use of the latest testing platforms, increased adoption of automation, and incorporating highly effective software tools, PHRL completes over 2,000 COVID-19 tests weekly.
PROJECT SCOPE:
This is a request for annual Maintenance and Support Agreements for each of three laboratory analysis systems used in PHRL. All equipment is of the Abbott Laboratories Inc. brand equipment that PHRL uses for testing Veteran patient clinical samples.
The contractor support personnel will be factory trained and certified field service specialists for the systems supported under this contract. The contractor will identify a single Point-of-Contact for each PHRL system who will serve as a liaison with PHRL for service and support coordination, escalations, and inventory and supply isues.
The following sections itemize the required maintenance and support requirements for each laboratory system.
2.1 Abbott Alinity M, molecular assay analysis system.
For the Alinity M instrument, the contractor shall provide Standard Service Coverage consisting of a 3-day response time to any reported problem, onsite service during business hours (8am 5pm) from Monday through Friday, and full phone support from 6am to 6pm, Monday through Friday.
The Standard Service Coverage will also include (a) Proactive and Predictive Remote support, (b) standard maintenance and repair services to include required software and hardware upgrades and replacement parts for failed and worn parts, (c) Field support and Assay support including onsite support within 3 days when needed, (d) On-Site Service Coverage during normal business hours, (e) Customer Phone Support during normal business hours, and (f) Operator Training.
2.2 Abbott Alinity I, immunoassay analysis system
For the Alinity I instrument, the contractor shall provide Next-Day Service Coverage consisting of an on-site, next-day response time to reported problems. Service coverage will include business hours (8am 5pm) from Monday through Friday (except holidays). On-site support will be delivered for any problem or request reported on the prior business day under this service coverage. The contractor will provide full 24 hours per day, 7 days per week phone support to include priority routing for PHRL.
Service coverage will also include (a) the contractor s standard uptime service level agreement (SLA), (b) replacement parts and manufacturer recommended maintenance, (c) remote diagnostics services, (d) virtual remote support to see and interact with the machine to resolve machine problems, (e) equipment monitoring services, (f) downloadable updates and safety improvements, and (g) consulting services to support service and business needs.
2.3 Abbott m2000, molecular diagnostics analyzer
For the m2000 instrument, the contractor shall provide Standard Service Coverage consisting of a 3-day response time to any reported problem, onsite service during business hours (8am 5pm) from Monday through Friday, and full phone support from 6am to 6pm, Monday through Friday.
The Standard Service Coverage will also include (a) Proactive and Predictive Remote support, (b) routine maintenance and repair services, (c) Field support and Assay support, (d) On-Site Service Coverage during normal business hours, (e) Customer Phone Support, and (f) onsite Operator Training.

15. SECURITY CONSIDERATIONS

16. CONTRACT ADMINISTRATION
The contract will be administered by the Procuring Contracting Officer, (National Acquisition Center (NAC)), and the Contracting Officer Representative (Michael Winter, PHNPO). The COR will be responsible for quality control through Inspection and acceptance of all deliverables, as appropriate.
