Description
Construct a 152,900SF Air Education and Training Command (AETC) Formal Training Unit at Vandenberg SFB to support Ground Based Strategic Deterrent (GBSD) training for Maintenance and Operations. A single training facility will integrate student instruction and lab curriculum reducing student transit between multiple venues, and facilitate instructor collaboration.
The GBSD AETC Formal Training Unit will be located near the existing Minuteman III training facilities off California and Washington Ave at VSFB, CA. The structure will consist of a steel core structure with concrete foundations, electrical/mechanical service and distribution components/systems, water and sewer, fire protection, lightning protection, security and communications systems. Site improvements include clearing, grubbing, grading, minor demolition, paving, walkways, and storm drainage.
The facility will be comprised of Maintenance Training Bays, Operations Training Labs, AETC Headquarters and Training Instructor offices, and Academic Space. There will be approximately 100 parking spaces required for this facility.
One of the bays will allow parking of Payload Transporter, Maintenance Vans, and government operating vehicles and have driving lanes to California Blvd. Overhead cranes will be needed in the maintenance training bays to assist with oversized trainers.
Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01. This project will comply with Department of Defense antiterrorism/force protection requirements per United Facility Criteria 4-010-01.
In accordance with Defense Federal Acquisition Regulations sub-part 236.204(iii), the estimated magnitude of this project is: Between $100,000,000 and $250,000,000.
The total contract performance period is estimated at 1,000 calendar days.
The solicitation will include the FAR clause at 52.225-11, Buy American-Construction Materials under Trade Agreements, One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
In accordance with USACE Acquisition Instruction 5122.503-100 and Executive Order 14063, use of Project Labor Agreements for Federal Construction Projects, issued 04 February 2022, project labor agreements (PLAs) are required for large-scale construction projects, as defined at FAR 22.502 with a total estimated construction contract cost to the Federal Government (using appropriated funds) of $35 million or greater, unless an exception applies. Pursuant to FAR 22.503, a project labor agreement (PLA) shall be required for this solicitation.
Offerors shall submit an offer subject to Project Labor Agreement (PLA) requirements in accordance with FAR 22.504, General requirements for project labor agreements. Any PLA reached pursuant to the PLA requirements in the solicitation does not change the terms of the contract or provide for any price adjustment by the Government.
Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,500,000.00. If the offeror is a large business, the firm will be required to submit a subcontracting plan as part of its proposal package.
Plans and specifications will not be provided in hard paper copy.
