Solicitation Notice TEAMS-Next Agency OperationsHQ0858-23-R-0002The Missile Defense Agency (MDA) has an Administration (Admin) requirement under the Technical, Engineering, Advisory, and Management Support-Next (TEAMS-Next) acquisitions. The requirements in this Request for Proposal (RFP) are for Agency-wide Administrative services that consist of office administration and protocol services provided throughout the Missile Defense Agency and the programs supporting the Missile Defense System (MDS). This support includes providing a full range of administrative assistance and support to SES/Flag Officer, O-6 Military and GS15/NH-IV civilians, and protocol assistance planning, coordinating, and executing agency conferences, meetings and ceremonies.The MDA intends to competitively award a 100% Woman-Owned Small Business set-aside; Cost-Plus-Fixed-Fee Level-of-Effort (CPFF-LOE) contract to a single source using source selection procedures in FAR Part 15. The North American Industry Classification System (NAICS) code for this acquisition will be 541611 (Administrative Management and General Management Consulting Services) with the Small Business Size Standard of $21.5 Million. The contract will be for a base period of three (3) years, two (2) one-year options, and one (1) six month option should the Government need to extend services in accordance with FAR 52.217-8. Award will be made on the best value to the Government. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information on registration in SAM at https://sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the Procurement Integrated Enterprise Environment (PIEE) at website piee.eb.mil. Offerors are responsible for routinely checking the PIEE website for any amendments that may be issued. While Initial Proposals will be due 45 days after the release of the Final RFP, Past Performance Volumes (Volume VII) of initial proposals will be due 14 days after release of the Final RFP. A Past Performance Volume (Volume VII) is due from all offerors, regardless of past performance documentation being submitted. The Government reserves the right to reject any initial proposals for which the Past Performance Volume (Volume VII) was submitted late.
