SOLICITATION 36C24122Q0826 Can the VA confirm that the contractor will be developing all creative assets to be placed (audio, video, digital)? The contractor will be developing all creative assets in cooperation with the VISN Marketing team. Nothing will be submitted to a vendor without VISN Marketing team approval. Can the government please provide an estimate (%) of labor vs ODCs (production vs media, etc) anticipated? No Can the VA confirm that this requirement includes the media buying/media placement? Yes, it includes cooperative writing, production, and distribution of audio, video/TV, digital, and print advertisements. Is there an Independent Government Cost Estimate (IGCE) or budget that can be provided? No Can the VA confirm that the contractor should propose the media mix in the response/proposal, or should we plan to work with the VA upon award to do so? Plan to work with the VA upon award. Is there any audience data the VA can share to help inform the strategy? Veterans, their families, and caregivers in the 6 New England states. Are there any specific media partnerships or other partnerships that have worked well in the past that the VA would like to re deploy? Yes, that information will be discussed with Vendor that is awarded the contract. Is there an incumbent contractor (or incumbent contractors)? If so, can the VA identify the incumbent contracts? There is no incumbent contractor for this contract. Are there any page limitations that apply to the Technical and Quality volume of the proposal? No Can the VA confirm that past performance from proposed subcontractors may be used? There is no past contract. Will the VA please consider extending the proposal due date by one week? RFQ will be extended to 8/8/22 10:00 AM. For the 70 audio, 12 video and 52 digital advertisements, are these per year? YES, but that is a baseline. Depending on circumstances (Covid type situation) those numbers will increase. Can the VA confirm that the 70 audio, 12 video and 52 digital advertisements that need to be produced are all unique advertisements? Yes. All will be part of different, unique, campaigns designed to educate the audience on Veteran benefits and services. In the SOW you indicate a portion of the work is to write and produce all 70 audio, 12 video and 52 digital advertisements and submit to VSN Marketing team for approval. Yes. Vendor will write in cooperation with the VISN Marketing Team. You will then be responsible to produce, distribute, and manage the advertisements with the vendors based on the VA strategic communications plan and marketing strategy. How many seconds/minutes are the individual audio pieces? 30, 15, 10 Second spots How many seconds/minutes are the individual video pieces? 30 Second spots What is the length and desired format for the individual digital advertisements? Depending on campaign, 3 minute, 30/15/10 second spots, or static thumbnail What reviews are needed for scripts? Draft and final only? Yes. All scripts/spots must be approved prior to distribution What reviews are needed for each of the produced pieces? Rough cut and final only? Any interim reviews? Yes For scheduling purposes, what is the expected turnaround time for any review? We generally allow 5 days, will that be adequate? Yes, but in the case of a changing, fluid, situation (i.e. Covid) the timeline will be compressed. Vendor must be fluid and capable of quick turn arounds. Who (how many people) makes up the review team for scripts and produced pieces? Currently 3 What is the budget for this project? New Is the Government requesting any named and/or notional key personnel with corresponding resumes? No Does VISN 1 currently have paid placement and media relationships in the New England area? Yes, but this is for developing new relationships. Is there an incumbent? NO Can you Government elaborate on Veteran events and general purpose and goal of each event? Every event aimed to educate veterans on benefits and show them how to enroll. It is expected that the vendor will attend a determined number of events with the VISN 1 marketing/outreach in order to understand the nature of the work. Would the Government consider a 10-day extension given the short response turnaround time? NO
