Description

Notice of Intent. The Department of Veterans Affairs, Network Contracting Office (NCO) 08 intends to solicit and negotiate with Olympus America Inc. located at 3500 Corporate Pkwy, Center Valley, PA 18034 for a flexible endoscope lease for a period of one year for use at the Bay Pines VA Healthcare System, 10000 Bay Pines Blvd, Bay Pines, FL 33744 and at the Lee County VA Healthcare Clinic, 2489 Diplomat Pkwy E, Cape Coral, FL 33909. Determination of this sole source procurement is in accordance with FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The scopes are highly sophisticated flexible invasive surgical instruments that are inserted through the orifices such as the mouth and rectum into different parts of the digestive tract. These instruments help to visualize and diagnose intestinal disorders, to obtain biopsies, to place stents, to remove tumors, and to curb internal hemorrhage. The scopes are connected to a very high intensity light source and a video processing unit. The flexible scope that is inserted into the patient has an embedded high density video camera that transmits a video image, and a fiber-optic light bundle to transmit the light from the light source into the innards of the patient. The video is obtained with the help of the light from the light source and is processed and stored by the video processing unit. The Olympus scopes are currently being leased and maintained for the GI and Pulmonary clinics at both locations. Bay Pines VAHCS has purchased monitors, light sources and cameras that connect to the Olympus scopes. Bay Pines also owns some Olympus scopes that are not available for lease. To purchase other than Olympus scopes would mean the loss of capital in the approximate amount of $2,000,000. The light sources and cameras are not interchangeable with any other scope. Likewise, the Olympus scopes owned by the VA are not interchangeable with any other light source. To purchase any other scope, the VA would have to purchase all new light sources and cameras, and that connect to the scope. Scopes owned by the facility would have to be replaced as well. It will also eliminate the need to purchase additional cleaning equipment and will reduce training requirements. It is the Government s belief that the proposed candidate is the only provider of the flexible endoscope lease; and is the only manufacturer that can meet the agency s needs. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any business that believes it can provide the flexible endoscope lease for Gastroenterology and Pulmonary may give written notice to moneque.rodriguez@va.gov by 09:00am EST on September 4, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. The applicable NAICS Code is 339112 and the size standard is 1,000 employees. No telephone requests will be accepted.
