Description
The U.S. Army Corps of Engineers (USACE), Pittsburgh District intends to procure a construction project that involves the construction of 73 fish reefs along the Monongahela riverbanks in Pools 2 and 3. The fish reefs are spur dikes that will extend from the riverbank into the river to mitigate the future loss of tailwater created by the future demolition of Monongahela River Locks and Dam 3 (Elizabeth Locks and Dam) Elizabeth/Monessen, Allegheny County, PA. The major features of work are listed below:
1) Pre-construction bathymetric survey of all 5 segments
a) Each segment is made up of multiple reefs spaced at 300 to 400 feet
2) Placement of R-5 riprap stone along the riverbank in 5 segments
a) Placement of riprap is to be done from the river
3) Survey of fish reefs after construction
4) Post-construction bathymetric survey of all 5 segments
The work to be performed will be done along the left and right banks of Pool 2 and 3 of the Monongahela River. Various numbers of reefs will be placed in the river in 5 separate segments with a total of 73 reefs being placed in total. Four segments are in Pool 3 with a typical pool elevation of 726.9 (all elevations are based on the NGVD 29 datum). One segment will be placed in Pool 2 with a typical pool elevation of 721.8.
All work of placement of R-5 riprap will be done from a floating plant, no access from land will be provided for the segments. Reefs vary in thickness from twenty-seven inches to about ten feet at the end of the crest. The reefs will vary in length from fifty-three to sixty-five feet. The width of the reefs will vary from eleven to thirty-five feet. Due to the need for a minimum thickness underwater excavation of sediment may be needed to properly achieve the required elevations. No rock excavation will be required or permitted as part of this contract.
Debris and rubbish shall be disposed of at a properly permitted facility licensed to accept waste or recyclable materials, as applicable.
Construction work will occur in close proximity to waterway traffic
The work shall be completed within 365 calendar days after written Notice to Proceed.
In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000 to $5,000,000.
The solicitation number is W911WN23B8003 and will be issued as an Invitation for Bid (IFB), 100% Small Business Set-Aside. The IFB will result in the award of a single firm fixed price (FFP). The North American Industrial Classification System (NAICS) Code for this procurement is 237990 - Other Heavy and Civil Engineering Construction, with a small business size standard of $39,500,000.00.

The IFB will be issued on or about 24 February 2023, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation package will not be honored.
