Notice Type: Pre-Solicitation SYNOPSIS: The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is seeking a general construction firm to perform Project No. 691-20-150-1Titled New Boiler Plant at the West Ls Angeles A Medical center, V11301 Wilshire Blvd, West Los Angeles 90073 CA. SCOPE: This project is an upgrade by replacement (Seismic and Physical Security Compliance) of a Boiler plant on the South Campus of the West Los Angele VA Medical Center. This project consists of approximately 11,957 BGSF two story facility, including boilers, supporting mechanical equipment, plant operations room, storage, and administrative office serving the boiler demands for the south and administration office north campuses. To the west of the structure is an adjoining service yard with low CMU enclosure and ornamental metal fence. This provides a protected access to four (4) fuel oil tanks enclosed in concrete vaults located below the yard and incidental parking for service vehicles. Underground services include a utility tunnel stub-out, to allow a future connection to the future Critical Care Center (CCC) and Central Utility Plant (CUP), utility connections linking the facility to the existing CUP (B501), underground steam and condensate piping to B500, replacement and re-sloping of high pressure steam (HPS) piping within B500 pipe basement through the steam tunnels up to the existing Boiler (B295) on the north campus, and new condensate pump equipment within B295. The site utility scope also includes Boiler Plant s temporary transformer in a CMU enclosure located northeast of Fisher House with associated electrical duct banks/ feeds, telecommunications, and plumbing connection to the new boiler plant as well as a gas meter enclosure and associated underground piping and trenching. Other site scope associated with this project includes cast-in-place industrial water storage tank, fire water storage tank, and fuel oil storage tanks in a cast-in place concrete vault. Period of Performance is 720 calendar days. SOLICITATION: The estimated cost range for this project is between $200,20,000 and $50,000,000. [I The applicable North American Industry Classification System (NAICS) is 236220 with a small business size standard of $45 million. This solicitation is full and open competition/unrestricted. Solicitation documents will be posted at SAM.gov on or about July 19, 2024. Construction contractors must download all solicitation (plans & specifications) documents at SAM.gov Contractors must be registered in the System for Award Management (SAM) database at SAM.gov prior to award. Contractors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check SAM.gov for all amendments BEFORE you submit your proposal. A Pre-Proposal Conference and a are tentatively scheduled for August 1 9:00 AM PM Pacific Time at the West Los Angeles VA Medical Center, 11301 Wilshire Blvd, West Los Angeles 90073.cA All prospective bidders, consultants, subcontractors, equipment, and material suppliers are invited. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated, and award made utilizing the Best Value method per FAR Part 15. Offerors are advised that award may be made without discussion.
