Description
This Sources Sought Notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to issue a sole source Basic Ordering Agreement (BOA) with Rolls Royce Corporation (RRC) Indianapolis on a sole source basis for the procurement of engineering and logistic services and CIP efforts in support of the U.S. Navy and FMS customers of the T56-A-14, T56-A-16, T56-A-425, T56-A-427, and T56-A-427A type/model/series engines. This includes, but is not limited to, engineering and logistics support of engineering investigations; training; publication development; support equipment procurements (that are the result of CIP efforts) and support equipment repair; development and validation of change kits; change kit procurement and change kit installation; engineering services; sustaining or production engineering support; logistic modeling and analysis; technical representative field services; and non-recurring engineering for design, development, prototyping, validation, and testing of propulsion system component improvements for systems related to engines and quick engine change kits.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Rolls Royce Indianapolis is the only source with the requisite knowledge, experience and technical expertise to continue the CIP of T-56 engines. RRC is the sole manufacturer of the only qualified engines used in the P-3, C-130, C-2, E-2C and E-2D aircraft and is the only source with the technical data, facilities, and capabilities required to provide these services. The BOA will be available for issuing orders for a period of five (5) years.
THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
