THIS REQUEST IS NOT A SOLICITATION BUT FOR INFORMATION AND PLANNING PURPOSES ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Response to this SSN is strictly voluntary and will not affect any contractors ability to submit an offer if, or when, a solicitation is released. This SSN is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no entitlement to payment by the Government of direct or indirect costs or charges that arise as a result of the submission of information in response to this SSN. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This request does not constitute an invitation for bid, request for proposal (RFP), or request for quote (RFQ), nor does the issuance restrict the Governments acquisition approach. Potential companies shall not consider this request as an obligation on the part of the Government to acquire any products or services nor as authority for the Government to enter into negotiations. Any information received is considered market research and may be utilized by the Air Force in developing its Acquisition Strategy, additional changes to the Performance Work Statement (PWS) and performance specifications and metrics. GENERAL INFORMATION The 492d Special Operations Wing (492 SOW) requests contract technical advisory and assistance services for operations support, plans and programs, logistics, contingency operations, intelligence, security, training, and aircrew support. Due to continuous contingency operations, deployment commitments, training requirements, transformation to a Power Projection Wing and move to Davis Monthan, AZ, the 492 SOW needs support to continue to meet Headquarters (HQ) Air Force Special Operations Command (AFSOC) taskings. The contractor shall accomplish all tasks to meet the requirements outlined in the attached draft Performance Work Statement (PWS).This request is being issued to contractors in GSA OASIS + SBA-Certified Women Owned Small Business (WOSB), under the Management and Advisory Domain for Advisory and Assistance Services for the purpose of developing a potential viable solicitation that will best communicate the Governments requirements to industry. This action is to conduct market research and determine interest, capability, and socio-economic category of potential sources for the requirement. All interested and qualified sources are encouraged to respond electronically with questions and suggestions for the Government in order to mitigate risk if a requirement was to materialize. This market research will be used to assess the availability and adequacy of potential business sources prior to issuing a solicitation. The Government will not respond to or conduct formal debriefings to businesses as a part of this request. The North American Industry Classification Systems Code (NAICS) proposed is 541990 - All Other Professional, Scientific and Technical Services. The small business size standard for this NAICS is $19,500,000.00. The Government requests interested parties submit a brief description of their companys business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business), and a description of similar services offered to the Government and to commercial customers. In addition, interested parties are invited to provide comments regarding the PWS, a rough order of magnitude estimate, and state any significant concerns the Government may want to address. INSTRUCTIONS All interested firms should submit a capabilities package that outlines the firms interests, qualifications, and capabilities in providing the required services. Include two (2) past/present references. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The Government recognizes that proprietary data may be submitted as part of this effort. Clearly mark such restricted or proprietary data, if applicable. Company brochures will not be considered adequate responses. Submit an electronic response indicating capability to support the aforementioned services. Include the following elements in this format:1. Prospective Business Identification. Company name, address, and phone number. Company CAGE Code, Unique Entity Identifier (UEI), and System for Award Management (SAM) expiration date. Point of contact (POC) name, phone number, and email address. Highest security clearance that your company currently holds. Company size and socio-economic status f. Average annual revenue for the past 3 years and number of employees2. Capability. Describe the interest and relevant capability to provide the support services IAW the attached draft PWS. Include a brief history of the prospective business and approaches to providing the required services.3. Past Performance (2 references) a. Contract number, number of anticipated staff. POC name, phone number, and email address. How performance for the past/present reference supports the companys capability to successfully perform this requirement. 4. Recommendations. Provide comments regarding the PWS, a rough order of magnitude estimate, and state any significant concerns the Government may want to address. The response shall not exceed 8 pages. Telephone responses will not be accepted. Respondents may be requested to provide additional clarification/information based on their initial submittals. ORGANIZATIONAL CONFLICT OF INTEREST (OCI)Organizational Conflict of Interest (OCI) is defined and discussed in Federal Acquisition Regulations (FAR) Subpart 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense (DoD). Early involvement with our industry partners is a key element of the acquisition process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, prior to contract award with minimal impact to critical acquisition schedules. Interested vendors are requested to evaluate any potential OCI issues with regard to this requirement for the required services, and the vendor shall self-identify any OCI issues, as stated in FAR Subpart 9.5 to the Contracting Officer (CO). This will assist the CO in determining if the vendor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice.
