Description

The South Dakota National Guard has a requirement for Performance Appraisal Training that will take place in Pierre, SD.  This training is expected to be conducted in December 2022.  Selected offeror will select venue and dates for the training with assistance from the Government POC that will be listed on the award.  Attendance for this training is expected to have 40 attendees.  This training will be for two days (a Wednesday and Thursday) and consists of the following topics: 

  • Performance Appraisal Concepts and Terms Overview
  • Duties, Job Elements and Critical Elements
  • Developing Performance-based job elements that are linked to the agency’s strategic plan and metrics utilizing the employee position description
  • Identifying Critical elements
  • Develop Performance Standards (Quality, Quantity and Timeliness)
  • Manner of Performance Standards (Level Dependent)
  • Developing Realistic Measurements (expectations too high or low, eliminating subjective metrics)
  • Writing a Performance Plan
  • Getting Employee Input and Buy In
  • How to conduct Progress reviews
  • How to evaluate performance
  • Reward, correct, train based on employee’s strengths and weaknesses
  • Steps to take when employee is not meeting the standards (PIP, etc)
  • Practical exercises that make the supervisors think/work through the processes along the way
  • Discussion on DCPDS system use or issues with it is a bonus but not a necessity (All other items listed above must be a part of the curriculum for this training to meet the requirements)

The purpose of Performance Appraisal training is to expose and train management/supervisors on best practices to link individual accountability to organizational outcomes to build a high performance organization using critical elements and performance standards as a vehicle for communicating expectations of both excellence and improvement for federal technician employees, including both civilian and military.

This will be a Total Small Business Set-aside resulting in a Firm Fixed Price award.
