Description
The Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Program Manager for Soldier Lethality (PM-SL) and the Combat Capabilities Development Command – Armaments Center (DEVCOM AC) is seeking potential sources to supply the HMP airborne pod system and 12.7mm M3P machine guns. These pods and weapons are commercially supplied and no US Government TDP will be provided.
The following specifications for the HMP pod and M3P machine gun are detailed below:
Description of HMP Pod
For the purposes of this sources sought notice, HMP Pod is defined as follows:

The .50 Caliber M3P machinegun is an automatic, recoil-operated, link-belt fed, and air-cooled weapon. It fires at a rate of 950 to 1100 rounds per minute (RPM) with an optimum rate of 1025 RPM. A remote charger, mounted on the rear machinegun mount, is an electro-mechanical cocking device remotely controlled by the arm switch on the gunner’s console or the weapons switch on the remote control unit (RCU). It enables the operator to clear (SAFE), cock (ARM), or recock (SAFE/ARM) the machinegun as required.
In responding to this Sources Sought Notice, respondents should provide the following information:
A detailed description of your capability to deliver HMP pods and 12.7mm M3P machine guns. Details should include technical descriptions of the available firearms, accessories, and spare parts. Respondents should also provide a detailed description of installation. Details should include a list and technical description of parts contained in the kit; modifications required to the host platform and a summary of testing completed to assure compatibility of the M3P with the HMP pod system. A description of spare part packages should be provided with a listing of the specific parts/quantities provided to support the system for two years of operational use. Also, provide a list of unique parts that are available for procurement separate from the package. Respondents should also provide a detailed description of available training to include operation and maintenance. Details should include a description of the respondent’s ability to provide this training at either CONUS or OCONUS locations as well as a detailed description of the contents of each training class offered.
A detailed description of your ability to comply with Item Unique Identification (IUID) machine-readable information (MRI) requirements as described in MIL-STD-130, Identification Marking of U.S. Military Property and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003. Provide any available data related to testing performed to ensure compliance with MIL-STD-130 specifically as it relates to permanency and legibility. Direct identification marking of the serialized receiver (e.g. by laser) capable of withstanding the intended life cycle should be addressed. If another method is described, that description should include an explanation of the method's relative merits and why it is the equivalent or superior.
Describe your maximum deliverable quantity of the M3P and HMP and production lead time.
This requirement is intended to support foreign military sales. Respondents should list countries that can or have been supported with delivering commercial systems.
All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
