Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 2, and the VA Upstate New York Healthcare System VA Medical Centers intends to issue solicitation number 36C24223R0003 for Contract Residential Housing Services for the major sites that include the full catchment areas of the Albany VA Medical Center (VAMC), Buffalo VAMC (including the Batavia VAMC)), Canandaigua VAMC (including the Rochester VA Outpatient Clinic (ROPC)), and the Syracuse VAMC. The scope of this procurement is for Contract Residential Housing services as part of its community based Health Care for Homeless Veterans (HCHV) program. The Department of Veteran Affairs (VA) requires contractor(s) to provide emergency residential housing and case management services, in currently active residential treatment facilities, to homeless Veterans as part of the Community Based Health Care for Homeless Veterans (HCHV) program. The facility needs to be currently operating in order to be initially inspected by the VA to ensure operations comply with Federal law and regulations and HCHV inspection standards in accordance with VHA Directive 1162.04. The goal of the HCHV is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in a community-based residential environment with sufficient supportive services to meet their needs and ultimately facilitate the improvement of their housing situation. The resultant contract will be a multiple award, firm fixed price (FP) IDIQ contract for a base period of 1 year, plus 4 one year option periods. The solicitation will be issued at the Contract Opportunities website (https://www.sam.gov) on/about 7/19/2023. The North American Industry Classification System Code (NAICS) is 624221 Temporary Shelters with a small Business Size Standard of $12 Million. Contract award will be based upon the best value to the government in accordance with Federal Acquisition Regulation (FAR) 15. This procurement will be an unrestricted solicitation. In order to be considered for award, prospective Offerors are reminded that in accordance with FAR 4.1102, offerors must be listed in SAM at the time of offers due AND at the time of award. SAM is located at http://www.sam.gov and consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO cost to use SAM. All SDVOSB offerors must be certified in VetCert at http://www.sba.gov at time of proposal submission in order to be considered and eligible for award as an SDVOSB.
