Description

This is a Sources Sought Synopsis published by the United States Air Force (the Government or USAF). There is no solicitation available at this time. Requests for a solicitation will not receive a response. The purpose of this sources sought notice is to conduct market research to determine whether there are businesses available capable of providing an alternative product that meets the characteristics below. The Air Force anticipates procuring this product as a FY24 base effort with a projected period of performance of 28 June 2024 – 27 June 2025. Responses to this sources sought notice will assist in a determination of whether it is in the best interest of the Government to proceed with a competition.

Subscription name: DAFL – Online Book Club

Description: DAF Libraries wants an online book club on a platform that is available world wide and in a closed environment only available to all DAF members. This book club will be provided for the CSAF and CMSAF offices to share highlighted books in their Leadership Library with DAF members. Must provide a moderator for 5 online books each lasting 10 weeks.

Product characteristics an equal item must meet to be considered:

  1. Must be able to provide an online book club on a website platform that is available worldwide for all DAF members to access
  2. Must be able to provide five10 week online book discussions in 1 year
  3. Must include a book club manager who monitors the conversation going with the book club members and the website
  4. Must enable admin access to DAFL staff to moderate and monitor the conversation with the book club members and the website.
  5. .Must include a message board that members can message questions and comments to other book club members.
  6. Must include bookmarks (members to mark text/posts they want to go back to), bookshelf (for suggested titles), author talk, chat
  7. Must be enable book club members get to come and go as they please and open 24/7 for access to the website platform to participate in the book club.
  8. Must be able to provide an unlimited number of participants in the online book club
  9. Must be able to dedicate customer service representative to resolve all service issues
  10. VCL must be able to test the platform to evaluate if it meets requirements
  11. Must work with contract POC to establish authentication methods to provide optimal accessibility for all eligible patrons.
  12. Security between the Website and server must be Transport Layer Security (TLS) 1.3
  13. Must be able to supply or allow retrieval of database usage statistics
  14. Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks
  15. Website certificates should be RSA 2048-bits (SHA256withRSA)
  16. Must be able to interface with the Department of the Air Force Portal and the DoD Library Services Platform
