Description
AMENDMENT 0002 7/20/2022
1. QUESTION: Location of placement of access control panel. I assume it is in the same room as the video security camera system. This will help us understand the routing and cabling needed to each reader, intercom unit, electric strike, etc?
ANSWER: The access control panel should be located in the Equipment Room 252A near the video security camera system.
2. QUESTION: Physical inspection of each of 3 access control doors to accurately determine which electric strike and door sensor to place, also to confirm your doors are fail secure as you have requested?
ANSWER: Site visit scheduled for 7/21. See Figure 1 for doors to be controlled. Yes, doors are to fail shut on loss of electrical power as stated in 2.1.2.b.
3. QUESTION:
3a. Placement of each of the Aiphone stations (2 door stations and 3 master stations)
3b. also for understanding routing and cabling as this will be tied to the access control system for remote unlocking.
ANSWER:
3a. See Figure 1 in SOW. This can also be confirmed during site visit on 7/21. The Aiphone stations will be located where existing Sonitrol equipment is currently located.
3b. Cable routing can be confirmed during site visit.
4. QUESTION: Is a CAC USB enrollment reader needed?
ANSWER: Yes, a USB CAC reader is required in order to program CAC cards for enrollment in the system.

PURCHASE, DELIVERY AND TURKEY NONPERSONAL SERVICES INSTALLATION FOR REPLACEMENT OF THE ACCESS CONTROL SYSTEM MONITORING AND CONTROLLING INGRESS AND EGRESS AT THE WFO HONOLULU LOCATED AT 2525 CORREA ROAD, HONOLULU, HAWAII 96822 ON THE CAMPUS OF THE UNIVERSITY OF HAWAII AT MANOA (UHM) ON THE SECOND FLOOR OF THE HAWAII INSTITUTE OF GEOPHYSICS (HIG) BUILDING. THE ACCESS CONTROL SYSTEM WILL BE COMPLIANT WITH HOMELAND SECURITY POLICY DIRECTIVE 12 (HSPD-12) AND WILL USE THE CURRENT CAC/PIV CARDS ISSUED TO PERSONNEL.
***AS A REMINDER, THIS REQUIREMENT IS UNDER THE WHAT USED TO BE THE SERVICE CONTRACT ACT (SCA) AND IS NOW CALLED THE SERVICE CONTRACT LABOR STANDARDS STATUTE (SCLS). THIS WAGE DETERMINATION PROVIDES THAT THE HOURLY RATE FOR NONPERSONAL SERVICES MINIMUM IS A COMBINATION OF THE HOURLY WAGE RATE OF AND THE HEALTH & WELFARE AMOUNT FOR A TOTAL MINIMUM HOURLY WAGE WHICH YOUR COMPANY IS REQUIRED BY LAW TO PAY.
THERE ARE ADDITIONAL EXECUTIVE ORDERS LISTED WHICH WILL BE APPLICABLE.
