REQUEST FOR INFORMAITON
PM IVAS / DEVCOM C5ISR Center
1.0 Description
This Request for Information (RFI) is for market research purposes to determine the technical capability of potential domestic sources of supply for the requirement described below. This is a request for information only. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any are issued.

2.0 Requirement
The U.S. Army Project Manager (PM) Integrated Visual Augmentation System (IVAS) and the Combat Capabilities Development Command (DEVCOM) C5ISR Center is releasing this RFI asking for the submittal of White Papers regarding a Platoon level bulk charger to be used by dismounted Soldiers.
The specific threshold and objective requirements are in listed in the attached Capability Matrix (Excel file). Solutions geared more towards meeting the objective capabilities will be preferred over solutions only meeting the minimum requirements.

4.0 Bulk Charger Information
Describe in detail your proposed solution for a platoon bulk charger, which meets the requirements described in this RFI. Describe your solution (or solutions), to include pictures and/or drawings, and its effectiveness in meeting the desired requirements and capabilities. Please include the following:
- Technical Questions
- Does your company have any existing solutions that meet all the threshold requirements? Or does your company have existing solutions that meet similar requirements/some of the requirements?
- What is the technology readiness level (TRL) for the technology? Provide information related to this determination.
- Provide a description of the technology to include what requirements it does/does not meet.
- Has the technology been tested by any DoD organizations? If so, please provide point of contact information.
- Has the technology been tested or demonstrated in a tactical environment? Please describe the results.
- Describe any MIL-STD-810 or MIL-STD-461 testing conducted on the product with the test results.
- Production Related Questions:
- Is the product currently commercially available? If so, please provide brochure, website, etc.
- What is the manufacturing readiness level (MRL) for the technology?
- What is a rough order of magnitude (ROM) of the cost of your product? Identify production quantity break points that achieve economies of scale.
- What, if any, efforts are required to put the product into production, along with estimated milestones and timelines.
- Are there any proprietary interfaces or royalties associated with the product?
- What is the technical design and manufacturing experience of your company or team to supply a product(s) of this type?
- If you do currently offer products that provide the capabilities described in this RFI, what warranties do you offer, if any, and what are they based upon (time, performance, etc.)? If the technology is in production, what has been the reliability of the product(s)?
- What components of your product(s) are made outside the United States, and what percentage of the total product does that constitute?
5.0 Responses
Interested parties are requested to respond to this RFI with a white paper.
White papers in Microsoft Word or Adobe Acrobat compatible format are due no later than 12 APR 2022, 7:00 PM EST. Responses shall be limited to 15 pages in length single sided. Data sheets, existing commercial documentation and or product literature can also be submitted, and if included, do not count towards the 15 page maximum. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. All information received shall be safeguarded from unauthorized disclosure. Responses must be unclassified. Government will be utilizing non-government personnel that have Non-Disclosure Agreements on file with the Government. Systems Engineering and Technical Assistance (SETA) contractors employing these individuals and supporting this effort are identified below.

6.0 Disclaimer
Government representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.
This is a Request for Information (RFI) only as defined in FAR 15.201 to obtain information about Technology Readiness Levels (TRLs), Manufacturing Readiness Levels (MRLs), capabilities and market information related to the technology of interest for planning purposes. Of particular interest are the technical, manufacturing, and market capabilities and barriers to establishing a viable business for the technology of interest. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. Data submitted in response to this RFI may be utilized to develop and document a formal RFP.
Please note, the Government is not required to provide feedback to RFI responders; however, questions emailed to the above POCs will be responded to as much as reasonably possible.
