Description
This is a Notice of Contract Action (NOCA) as well as a Sources Sought. This is not a Solicitation or Request for Proposal. Responses to this posting are strictly voluntary with no cost or obligation to be incurred by the Government.
The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Armament Directorate, Attack Division, Attack Munitions Branch intends to solicit and award a sole source indefinite delivery indefinite quantity (IDIQ) contract for Contractor Logistics Support (CLS) for Massive Ordinance Penetrator (MOP), GBU-57 Weapon System to The Boeing Company, 6200 James S McDonnell Blvd Saint Louis, Missouri 63134-1939, United States under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)). This IDIQ contract is anticipated to have a five-year ordering period beginning around June 2023.
The only known responsible source that can satisfy this requirement is The Boeing Company due to the highly specialized nature of this work gained only through years of experience in applying skills to the specific MOP munition design and with MOP software, missile design, special test assets and U.S. Government simulation facilities. The Boeing Company has extensive experience with MOP software, produces the MOP missile in all configurations and operates the only known MOP special test assets and U.S. Government simulation facilities. Proprietary data is involved for which the Government has only limited rights. Therefore, the Government does not possess, and will not be able to provide a technical data package to potential offerors relative to the GBU-57 MOP weapon system.
FAR 5.207(c)(15)(ii) requires that all responsible sources may submit a capability statement which shall be considered by the agency. Any capability statement must demonstrate how the source can provide a qualified engineering skill and facilities for the GBU-57 without substantial duplication costs. No technical data packages (TDPs) are available. All responses must be received 10 calendar days after the date of post.

Responses may be submitted electronically in PDF or MS Word format to the EBDA Contracting Org Box at AFLCMC.EBDA.KTS@us.af.mil All correspondence sent via email shall contain a subject line that reads “23MOPCLS.” If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .docx, or .xlsx documents are attached to your email. All other attachments may be deleted.
