NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a sole source contract pursuant to FAR 13.106-1(b) with Standard BioTools, 2 Tower Place, Suite 2000, San Francisco, CA 94080, for a Base, plus three (3) Option Years from August 30, 2024 August 29, 2028. Philadelphia VA Medical Center has a requirement for a Hyperion Tissue Imager and Helios CYTOF Performance Service Plan.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can meet the requirements may give written notification and capability statements prior to the response due date and time. Vendors shall indicate if they are the direct supplier of the items. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address.

Hyperion Tissue Imager and Helios CYTOF Performance Service Plan
Background: The Hyperion Imaging platform enables the semi-quantitative analysis of over 40 parameters in tissue sections and cell smears without the need for spectral compensation or subtraction of auto fluorescent background. This unique spatial and parametric definition of the cells in situ enables understanding of protein behavior and interactions. The previous contract with extended service plan with Fluidigm has recently expired. This is a 1.3 million dollar piece of research equipment that is in need of a long term service and maintenance plan.
Scope: A proactive service plan leveraging preventive maintenance in addition to repair support that will cover a base year plus 3 option years for the CyTOF Helios and Hyperion Imaging Systems.
Requirements: The service would include the following:

Unlimited Technical Support with extended hours
Onsite service response within 2-3 business days
One annual onsite preventive maintenance (PM) visit
Included with the annual PM, 1 essentials PLUS consumable parts kit for the Helios.
Discounted Tier 3 applicable to service products, plus free shipping on consumable service parts for the Helios
Laser coverage included.
Period of Performance: Base year, with three (3) Option years.
