Description

All questions are due by 17 Sept 2024, 1200 MT.  At this time, there is no site visit scheduled.  The Government will establish a date if needed. 

Purchase, deliver, and install sixteen (16) seismic compliant IT Cabinet Racks in two hot aisle containment (HAC) configurations.
Each HAC will have two rows of four cabinets for a total of eight cabinets per HAC.
Each rack shall be fitted with a brush grommet rail kit, a copper bus bar, a vertical cable bar kit, blanking/filler panels, remote
power distribution units (rPDU), rPDU bracket sets for vertical mounting in rear cabinet corner, ganging kits for the cabinets,
and temperature sensors.
• External Temperature Sensors - One (1) temperature sensors per cabinet mounted externally on the front of the cabinet to
measure incoming air and connected to the rPDU.
• Internal Temperature Sensors - One (1) temperature sensor per cabinet mounted on the rear of the cabinet (the hot aisle
side) and connected to the rPDU.
• Grounding the Racks - To protect personnel, equipment, and to minimize electrostatic discharge, each rack will be properly
grounded and bonded IAW Schriever AFB Instruction 17-201 and applicable military and commercial standards.
Containment Doors - Hot aisle(s) shall have containment doors mounted on each end of the hot aisle
Biometric Door Locks installed on the front and rear of each cabinet. These locks shall be networked to the main control server.
LED Strips - External rear mounted LED strips shall be placed on every other rack inside the hot aisle and connected to a
normally open (off) motion sensor for lighting inside the hot aisle containment unit. Each LED strip shall be offset from the rack
across from it.
Thermal Curtains - Thermal breakaway curtains shall be installed from top of the cabinets to the ceiling of the mod—
approximately 30 inches. The curtains will break away in the event of fire and will not impede operation of any overhead
sprinklers. They shall avoid contact with the ground as to not become a tripping hazard. They shall comply with the UFC and
NFPA 75. (Include Fire Marshal direction w/ respect to sprinkler heads etc.)
Main Control Server – A server with workstation, network time protocol server (Inter-Range Instrumentation Group [IRIG-B]),
and network switch (this server will also be used to control/monitor the biometric locks).
Floor Tiles - Install new floor tiles directly inside, under, and surrounding the two new HACs (excluding where floor vents shall
be placed). See Attachment A and Attachment C.
Floor Vents –Install twelve 12 manually adjustable-flow floor vents, 3 facing each cold side of each HAC. These vents shall be
adjustable in vector as well as air flow output. Vents can be set and adjusted based on unique rack load.
Temperature, Airflow, and Power Measurements
• Pre-installation measurements - All test equipment shall be calibrated. Measure airflow and temperature from all currently
existing vents within Mod 3 (~25), take at least 12 dispersed temperature measurements at a height of 4 feet within Mod 3.
Record these on a room schematic where measurements were taken from and provide these to the program and project
manager. With respective time stamps to correlate with power load at that time and number of people present within the mod
at that time.
• Post-installation measurements - All test equipment shall be calibrated. Measure airflow and temperature from all currently
existing vents within Mod 3 (~25), take at least 12 dispersed temperature measurements at a height of 4 feet within Mod 3.
Record these on a room schematic where measurements were taken from and provide these to the program and project
manager.
These requirements are not military unique. Hot aisle containment configurations are common throughout industry, especially in
medium to large data centers. The hot aisle /cold aisle data center layout is a proven way to save energy in a data center. Hot
aisle/cold aisle layout involves lining up server racks in alternating rows with cold air intakes – the fronts of servers – facing
each other (the “cold aisle”) and hot air exhausts – the backs of servers – facing each other (the “hot aisle”). Raised floors are
commonly used in data centers to provide an efficient way to deliver cold air from the computer room air conditioner (CRAC) unit to server racks. [Note: SSFB Building 400 Mods have raised floors.] CRAC units direct conditioned air into the sub-flooring.
This pressurized cool air rises through perforations in floor tiles into cold aisle, where it is subsequently drawn into the front of
servers to cool them. Hot exhaust air rises from server racks in the hot aisle and returns along the ceiling back to the to the
CRAC unit intakes.
