Q: What is the anticipated award date?
A: The anticipated award date is mid-September, 2024.
Q: What is the anticipated performance start date after ramping/onboarding through VA contract startup processes? What flexibility is available on this start date??
A: It is the expectation that the vendor would be able to deploy their team within 30-60 days 90 days max.
Q: Will the VA please adjust the requirement of 1,000 consultation projects, with an overall instrument/set reduction of 15% to 100 consultation projects, with an overall instrument/set reduction of 30% ?
A: In the event a responsible offer is not produced from this solicitation, then the requirement can be re-evaluated.
Q: Please clarify what guarantees are required for Guaranteed 10% or greater reduction. The existence of a phase 1 optimization project makes the baseline and potential for reduction murkier until the selected contractor team can do their own evaluation.
A: The initial optimization (phase 1) project evaluated the most utilized instrumentation sets in the current inventory of each service eliminating redundancies among these sets, and making them more efficient for use across the spectrum of each service.
This phase of the project would be to evaluate the next level of utilized instrumentation sets in the current inventory of each service eliminating redundancies among this level (without any adverse effect on the sets from the initial optimization phase 1) and making them more efficient for use across the spectrum of each service.
Q: What expectations does the VA have for how often the contractor employees will be onsite? Weekdays primarily? Weekly? As needed? Page 7 says All consulting work will be performed onsite while page 6 says contractor employees . . . will not require routine access to VA facilities. The contractor employees will require intermittent access only.
A: The deployed team is expected to be on site during normal business days/hours (Mon-Fri). The overall onsite portion will not exceed two weeks.
It is expected that the team will be escorted throughout the facility by SPS/OR personnel.
