Description

The purpose of this notice is for the government to receive feedback from industry on the ARCTICS Draft Solicitation as well as announce the upcoming Site Visit.

Email all questions and recommendations on the DRAFT solicitation and Site Visit to Capt Trevor King and TSgt Sadie Lambert no later than 1000 HST Tuesday 20 Feb.

PURPOSE:

The 766 Enterprise Sourcing Squadron (ESS), along with the 354 Range Squadron (RANS) intends to hold a site visit at Eielson AB and Joint Base Elmendorf-Richardson, 5-7 March 2024. This scheduled site visit will enable potential Offerors to further understand the history behind the requirement as well as tour certain areas of JPARC, including some range and combat training facilities, equipment, and contractor office space.

The ARCTICS Site Visit 2024 agenda (attached) includes Industry Day on Wednesday, 6 March 2024 from 0800-0915 AKT. The purpose of the Industry Day is to provide an update to industry on the status of the ARCTICS acquisition and review any major solicitation revisions made as a result of feedback we receive on the ARCTICS Draft Solicitation. If you are unable to attend on 6 March 2024, the Industry Day portion of the site visit will be recorded and/or transcribed and posted to SAM.gov.

Additional Site Visit Information:

Due to space limitations, no more than (# TBD) attendees allowed to represent each potential Offeror will be permitted to attend the site visit. Attendance at the site visit is not a requirement and in no way will it have any effect on any company from submitting a proposal in response to any forthcoming solicitation. Participation in this site visit will be at no expense to the Government. No additional Government guided site visits will be scheduled during the proposal period for any forthcoming solicitation.

The Technical Library, detailed in ARCTICS PWS paragraph 3.7 will be available for access on Monday, 4 March 2024 and Friday, 8 March 2024 between 0900-1500 Alaska Standard Time. APPOINTMENTS ARE REQUIRED. Potential Offerors are allowed up to two (2) hours per appointment. Vendors are not allowed to remove any publication from the Technical Library. However, reproduction of publication materials will be allowed, if not otherwise restricted. The Government will not provide any supplies. Vendors must provide their own printers, writable compact discs, copiers, and paper supplies. Vendor will not be allowed to connect any devices to any Government system or network.

Site Visit Specific Requirements:

Participants are required to provide their own transportation for the range tour.  Participants must obtain a 4-wheel drive vehicle since the site visit will involve traveling over rough, steep, loose terrain.  This schedule is subject to change due to weather conditions, training events, etc.

The site visit will include accessing classified areas.  Participants will enter a classified visit request into JPAS and notify MSgt Hartsfield, at joseph.hartsfield@us.af.mil, no later than 1100 Hawaii Standard Time Tuesday 27 Feb 24.  For the SMO Codes please contact the above POCs. If you have no clearance, you are hereby advised that during the site visit if a tour area cannot be sanitized (“Blue Lighted”) you will not be allowed in the area.  All efforts will be made to prevent this from occurring however, the responsibility to have clearances is upon the attendees.

If you do not have base access, you must also provide the participants Name, Driver’s license number and state of issuance, and last 4 of SSN.
