7400 Net Usable Square Feet of Manufacturing, Research / Prototyping, and Light Industrial Space in Pittsburgh, PA.

Description: The VA Pittsburgh Healthcare System, Pittsburgh, PA desires to identify potential sources that have the capability to provide up to 7400 Net Usable Square Feet (NUSF) of leased space for a combination of manufacturing, research / prototyping, and light industrial space within and abounding the delineated area identified below. Space requirement includes a portion of the space with ground floor level access and integral loading dock; compliant with ADA (Americans with Disabilities Act) accessibility and ABAAS (Architectural Barriers Act Accessibility Standard); and have 10 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must be able to be fitted out for compliance with the Whole Building Design Guide (Light Industrial) https://www.wbdg.org/space-types/light-industrial. Additional space requirements include:
Ground floor (1st Floor) with floor load bearing capacity for heavy machinery.
Static loads (>250 pounds/square-foot)
Operating loads (2,000 15,000 pounds)
About one floor drain for every 400 sq-feet.
Provide as much natural daylight as possible to maintain employee health as well as reduce the need for electric lighting sources.
Provide appropriate security measures to protect data and programs that relate to the processes performed in the space. Plan for network security, including access to VA network, VA data storage to perform critical functions that must be performed even in the midst of a manmade or natural emergency.
ADA Compliant including Family Bathroom.
The space must be able to respond resiliently to hazards or disasters. Must keep operations running smoothly in the event of a disaster. Include appropriate areas for egress for all including people with disabilities (e.g., wheelchair users) in the event of an emergency.
Loading Dock (possibly with electro-hydraulic dock leveler)
Minimum 12 foot ceiling clearance (i.e., clear space with no obstructions)
Parking lot or attached parking garage
Light industrial (not office or retail) with industrial power and air handling.
For example minimum 440 Volt service, dedicated circuit for every machine.
For example - Industrial air supply.
For example Industrial air handling (e.g., ventilation)
Factory Industrial Group F-1, Moderate Hazard with sprinklered construction
100% exhaust from storage areas with paint, petroleum, aerosol, or other minor amounts posing moderate hazard storage conditions.
As the storage and handling of hazardous materials may be a common daily activity, designs must include areas within the space that can accommodate such materials safely.

Definition of Net Usable Square Footage (NUSF):
NUSF used for VA leases is that portion of rentable space that is available for a tenant s personnel, furnishings, and equipment, and includes the floor area of full-height columns and projections enclosing the structural elements of the building within the space. Net usable space is the area for which VA will pay a square foot rate. It is determined as follows:
If the space is on a single tenancy floor, compute the inside area by measuring between the inside finish of the permanent exterior building walls or from the face of the convectors (pipes or other wall-hung fixtures) if the convector occupies at least 50% of the length of exterior walls.
If the space is on a multiple tenancy floor, measure from the exterior building walls as above and to the room side finish of the fixed shared public corridor and shaft walls and/or the centerline of tenant-separating fixed wall partitions.
Deduct the following from the inside gross area, including the enclosing walls, to arrive at the figure for net usable square feet:
Housekeeping closets not contained in programmed areas
Public restrooms and lounges
Building equipment and service areas
Public corridors and entrance lobbies
Vertical circulation (elevators, escalators, and stairs)
Shafts, risers, and stacks
The anticipated lease will be a full-service lease to mean all utilities, security, telephone, janitorial and all-season landscape and snow removal are included.
Lease Term: 10 years 5 Years Firm, 5 Years Soft.
Delineated Area: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads, or must front on any of the following boundary lines:

A statement as to whether the building lies within the Delineated Area;
Description of the uses of adjacent properties;
FEMA map evidencing floodplain status;
A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes;
A description of any planned land development or construction that will affect the site, including neighboring projects and road/utility line construction;
Site plan depicting the property boundaries, building, and parking;
Floor plan, ABOA, and RSF of proposed space;

Attachment - VOSB or SDVOSB Status
This is not a request for proposals, only a request for information for planning purposes, and does not constitute a solicitation. A solicitation may or may not be issued.
The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $41.5 million. Responses to this notice will assist in determining if the acquisition should be set-aside for SDVOSB or VOSB concerns in accordance with 38 USC § 8127.
VA makes monthly rental payments in arrears upon facility acceptance and may elect to make a single lump-sum payment or amortize over the course of the firm term for specified tenant improvements. VA makes no progress payments during the design or construction/build-out phases of the project.
Project Requirements: This Sources Sought Notice seeks information from Potential Offerors who are capable of successfully performing a lease contract, including design and construction of the facility described above, for a term of up to 15 years, inclusive of all options, as well as all maintenance and operation requirements for the duration of the lease term, at a fair and reasonable price. SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/. All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements. All business concerns are requested to submit a Capabilities Statement if they are interested in participating in this project. A submission checklist and information sheet is provided below for firms to fill out and submit, which will serve as the firm s Capabilities Statement.
