Subject: Project Synopsis
Building History:
The Edward T. Gignoux Federal Courthouse is a large historic three-story courthouse located in
downtown Portland, Maine. The building was constructed in two phases, the original building in
1911 and a large addition in 1931-1932.
Executive Summary:
The project scope of work is to provide an updated and improved galley/kitchenette for the
United States Marshals Service (USMS) at the Edward T. Gignoux Federal Courthouse. The work will consist of the removal and replacement of the existing floor finishes and cabinetry, as well as the inclusion of additional cabinetry and the relocation of the existing floor/wall mounted
‘ready’ gun safe. There is adequate space to perform the renovation work while maintaining
USMS access to the adjacent secure cell area; however, close coordination between the
contractor and USMS personnel will be required. Utility work in support of the renovated
galley/kitchenette will consist of tying into existing in place plumbing lines and wiring. The current estimate of probable cost for the project at this time (ECCA is $59,000.00). The Construction Contract Award is projected is anticipated to occur in the winter/spring of 2024-2025.
Fire Protection:
This project will not impact the existing building sprinkler or fire alarm systems.
Plumbing:
Provide a single bowl stainless steel deep sink with a single lever handle faucet with a swing spout and side sprayer. Faucet maximum flow rate shall be 1.5 gpm. Faucet Basis-of-Design: Kohler K-30615-CP. Domestic water and sanitary shall connect to existing at wall behind sink. Provide water line for connection to refrigerator ice maker. Provide ball valves on main cold and hot water supply lines.
Electrical:
Power: The existing receptacles will remain in place. A 120V, 20A receptacle will be provided for the refrigerator. This receptacle will be on a dedicated circuit fed from a GFCI circuit breaker
in a local panelboard. A 120V, 20A, GFCI receptacle will be provided to the left of the proposed sink. Two additional 120V, 20A, GFCI receptacle will be provided above the new counter location
Communications:
This project will not impact the existing communications systems in the building. Electronic Security Systems: The safe on the east wall will be relocated to the north side of the column. The scramble pad and power associated with the safe will be disconnected and reconnected to the proposed safe location.
Lighting:
The existing ceiling mounted recessed fluorescent fixtures will remain. Under cabinet
lighting will be replaced and will be controlled by an occupancy sensor.
Architectural:
Work items to include:
• Remove the gypsum board surfaces along the east, south and west walls as required for the
installation of new blocking, wiring and plumbing connections. The walls will be
patched and painted to match the existing adjacent surfaces.
• Removal of existing ceramic tile, preparation of the floor and provision of 2” ceramic
hexagonal mosaic tile.
• Removal of the VCT flooring, preparation of the floor and the provision of linoleum sheet
flooring.
• Removal, storage and reinstallation of the existing suspended acoustical tile ceiling as
required for running new wiring above the ceiling.
• Provision of wood base and wall cabinets and solid surface countertop at the south and west walls. The wood cabinetry will be stained to match the USMS existing office furniture. The south wall cabinetry will include a sink and be reconfigured to allow for the installation of a 30” deep double door refrigerator at the southwest corner of the galley/kitchenette. The west wall cabinetry will provide additional storage space and a counter space for the relocated microwave and coffee maker. The cabinetry will be ABBAS accessible (side reach).
