Amendment # 0001:  The purpose of this amendment is to extend the solicitation to 05/22/2023 at 10:00am EST. 

Amendment # 0002:  The purposes of this amendment are to provide responses to vendor questions, and to provide updated solicitation documents based on the responses to vendor questions. The following is a list of changes to documents (not all-inclusive). Vendors shall review the revised documents in their entirety.

Subject: Request for Proposal (RFP) 20343023R00002, Cybersecurity Support Services


The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB), is hereby requesting formal proposals for the subject requirement in accordance with the Performance Work Statement (PWS).


The Government intends to issue multiple Blanket Purchase Agreements (BPAs) for Cybersecurity Support Services to satisfy new and existing needs for Cybersecurity program management, risk management, engineering, architecture, and operational monitoring/analysis/response. The contractor shall assist in the maintenance, operation, and improvement of a Cybersecurity program consisting of all the following component task areas:


• CISCO-COR Support
• Cybersecurity Program Management (CPM) Support
• Cybersecurity Safeguards and Risk Management (SRM) Support
• Security Architecture and Engineering (SAE) Support
• Cybersecurity Operations Support


Firm-fixed price (FFP), labor-hour (LH), time-and-materials (T&M), or hybrid type BPA Orders may be issued under the planned BPA(s) using labor categories and fixed-price rates. One or multiple BPA awards may be issued to assist the CFPB in satisfying the demand for Cybersecurity services to secure cloud services, infrastructure, and applications; and to achieve and maintain information security compliance for the Bureau.


The anticipated Period of Performance will include one (1) 12-month base year and four (4) 12-month option years. LH/T&M BPA Orders may be issued for up to three (3) years and FFP BPA Orders may be issued for up to five (5) years as to assist contractors in placing resources.

One or more BPAs will be issued resulting from this solicitation to the responsible Offeror(s), whose offer(s) conforming to the solicitation will be most advantageous to the Government, representing the Best Value, price and non-price factors considered by task areas, but the Government reserves the right to make multiple awards or no award.


This solicitation is for full and open competition utilizing NAICS codes of 541511, 541512, 541513, or 541519.


The BPA(s) shall be for non-personal services to provide Cybersecurity Support Services to the CFPB. The contractor shall provide all personnel and items necessary to perform the functional and technical support described in this PWS. The contractor shall perform all tasks identified in the PWS.


Offerors shall adhere to the Proposal Instructions included within this solicitation on pages 115 through 124.


Prospective offerors are cautioned against discussing the preparation of their proposal or asking questions to anyone other than the Bureau of the Fiscal Service Procurement Division. Discussions with anyone other than the Bureau of the Fiscal Service Procurement Division concerning the specifications, the documents incorporated by reference, pricing, or any technical matters are strictly forbidden. Verification of any such improper conduct may result in immediate rejection of the offeror’s proposal. Accordingly, all communications prior to award shall be directed via email to purchasing@fiscal.treasury.gov.
