Description

NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit and issue a firm fixed price contract on a sole source basis to Edenred Benefits, LLC (CAGE: 375B5) to provide for the Benefit Distribution Services for the Field Support Activity (FSA) Transportation Incentive Program (TIP). Field Support Activity (FSA) is designated as the Office of Primary Responsibility (OPR) for the Department of the Navy (DON) Mass Transit Benefit Program Outside the National Capital Region (ONCR); or the Transportation Incentive Program (TIP) as titled internally by DON. Based on eligibility requirements, TIP provides benefits to military and civilian employees to offset mass transit commuting costs to reduce their daily contribution to traffic congestion and air pollution, as well as expand their commuting alternatives. TIP is designed to pay for mass transit costs incurred by personnel in their local commute between their residence and duty station as prescribed by Executive Order 13150 to all employees located ONCR. Currently, FSA provides oversight for benefit disbursements to approximately 8,000 DON ONCR employees. The scope of this requirement is to provide benefit disbursement services and program support to the FSA TIP Program Office in compliance with relevant TIP Policies. To adequately support DON ONCR TIP, contract support services are required to provide distribution services including but not limited to: multiple disbursement methods via credit or debit cards, vouchers, etc.; 24-hour access to real-time disbursement data for TIP Program Office, local support offices, and participants; program and financial audit support; dedicated customer service support staff, integration of DON ONCR TIP application system with technical support; comprehensive financial and program reporting provided in a timely manner. The anticipated period of performance is October 1st 2024 through September 30th 2025. Four 12-month options are anticipated and one 6-month option. The NAICS code for this requirement is 541611 - Administrative Management and General Management Consulting Services. The required services are considered commercial and will be acquired using FAR PART 15 procedures. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source, Edenred Benefits, LLC, under authority of FAR 6.302. Interested parties may identify their interest and capability to perform the requirement. However, while all information received by the required response date will be considered by the government, this notice is not a request for competitive proposals. A determination by the government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
