Market Survey/Request for Information: Lease Accounting Tool

FAA Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK, Enterprise Service Center (ESC), is performing market research for a potential lease software solution that will support establishing and maintaining a complete universe of leases and related data, including the effects on the appropriate lease asset capitalization recognition, in order to comply with Statement of Federal Financial Accounting Standards (SFFAS) 54 guidance.  This is a request for an informal price estimate, or Rough Order of Magnitude (ROM), and product list which may satisfy the high level requirements listed below.

This does not constitute a pre-competition nor form the basis for the competitive pool.  You are not being evaluated in any way.  This is for informational purposes, not a marketing opportunity.  This market research is being conducted with the understanding that we will hold the information provided as proprietary.  Any information provided will not be shared with anyone other than those who are directly involved in the research process.

Instructions
Responses, submitted electronically in MS-WORD or Adobe PDF format are limited to 15 pages, excluding a completed Business Declaration, using 12-point Times New Roman front (or similar) with 1-inch margins. Responses are due no later than 5:00 P.M. (CST) December 9, 2022. All interested parties must submit their responses via email to abigael.k.schultz@faa.gov. Questions must be in writing, no phone calls please. Responses should include “Market Survey Response to AC-23-ESC-LAT" and outline the information in the following categories / format.
A. Capability Statement - This document should identify: Provide a brief description of your company, types of services, business size and point(s) of contact, including name, address, phone and email address. Include a completed Business Declaration. (See attached).
B. Please provide information regarding your available acquisition sources for this requirement. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS), Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks (eFAST), or other contractual vehicle.
