Description
1.NOTICE:
This Sources Sought Synopsis/Request for Information (RFI) is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought/RFI. The Sources Sought/RFI is to determine potential sources, for information, and for planning purposes only. Only non-classified information shall be provided in your response.
The Government will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought/RFI. All interested parties are invited to respond and must be registered in the System for Award Management (SAM) database (http://www.sam.gov/) prior to award.
The purpose of this Sources Sought/RFI is to conduct market research to determine if responsible sources exist, if there is sufficient interest in this effort to allow it to continue to be a competitive 8(a) Set-Aside restricted to 8(a) companies with a bona fide office within California or if the Government needs to consider an alternative set-aside to ensure competition. In addition, the Government is seeking comment on the Draft Vandenberg Space Force Base (VSFB) Simplified Acquisition of Base Engineering Requirements (SABER) Master Specification in order to identify any deficiencies or concerns which could impact performance or interest in the program.
The proposed North American Industry Classification Systems (NAICS) Code is (236220) Commercial and Institutional Building Construction which has a corresponding Size Standard of $39.5M. The Government will use the information collected as a result of this Sources Sought/RFI to determine the best acquisition strategy for this procurement.
2. PROGRAM DETAILS:
The SABER program would be either a single or multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP) task orders. The work will consist of multiple disciplines in construction such as maintenance, repair, and alteration of real property, with very limited design on facilities supported by VSFB, California and various locations to include Santa Ynez Peak in Santa Barbara county, Pillar Point in San Mateo county, and Anderson Peak in Monterey County. The Government is considering adding paving to this list, as well. During the life of the contract, projects will be identified as task orders and will be competed amongst those successful contractor(s) who receive a basic contract under the SABER. Should a future requirement evolve from this preliminary planning process, it is anticipated that a single or multiple contracts could be awarded, each for a term consisting of a base period plus four, 1-year option periods. Task Orders written against SABER contracts are anticipated to range between $2,000 and $5,000,000. The overall program value is still under consideration; accordingly, at this point it is roughly anticipated to range between $30,000,000 and $50,000,000 over the life of the program. The guaranteed minimum contract amount is anticipated to be $2,000 for the basic period only.
The contractor would be expected to furnish all equipment, tools, supervision, labor, material, quality control, and other items necessary to safely manage, and accomplish a broad range of repair, modification, and construction tasks on various real property facilities. Tasks include limited design (at a level expected of a general contractor and which will not require a registered architect or engineer), selection, fabrication, installation, modification, and tests on various facilities and interfacing equipment. Tasks involve a variety of disciplines such as demolition, reclamation, utilities, excavation, structures, electrical, mechanical, architectural, and other specialty and general construction work.
3. CAPABILITY STATEMENTS:
Capability Statement: Interested contractors should demonstrate a history of relevant construction experience with simultaneous performance of multiple projects at different locations and include a summary of relevant and recent (within the last three fiscal years) performance history (identified by contract/project number, project title, dollar amount, and in what capacity (e.g., prime, subcontractor, etc.) performed). Submission of these sample projects should provide the government a complete understanding of your company’s capability to handle many different construction specialties. When submitting your company’s capability statement, please indicate if you would be interested in the standard SABER program or a SABER which included paving.
4. DRAFT SABER MASTER SPECIFICATION
The attached Draft SABER Master Specification is being released to request contractor inputs and questions in order to help identify any deficiencies or concerns with the requirements which could impact performance or interest in the program. The Government request that contractors provide any input using the attached Contractor Comment Template in order to aid its consolidation and review of comments.
