Description
The United States Army Corps of Engineers (USACE) Engineer Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure one (1) Thermogravimetric Analyzer (TGA) auto sampling machine. ERDC-CERL intends to award a purchase order on a sole source basis to LECO Corporation in accordance with FAR 13.106-1(b)(1).
This equipment will be used in a research program involving the heating of samples to a very specific heating range features and capabilities. While there are many options for auto sampling machines, market research has found that the LECO TGA801-SMC is the only product capable of meeting all the government’s requirements regarding measuring and ventilation capabilities which are detailed below:
The LECO TGA801-SMC is capable of measuring micro-gram changes in a sample mass of 1000 milli-grams under specific thermal and atmospheric gas conditions. This instrument provides auto-sampling capability in such a way that prevents exposure to ambient atmospheric conditions. All samples in the auto-sampler experience a controlled atmosphere, which is critical for samples subject to atmospheric carbonation or hydration.
Furthermore, the external ventilation system of the LECO TGA801-SMC is unique to this model, and is critical to meet the Government’s requirements for two reasons. First, separating the exhaust ventilation fan from the instrument minimizes vibration exposure to the weighing equipment, which minimizes measurement drift and noise floor. Second, interfacing the external ventilation system hoses directly with our built-in laboratory ventilation hood will minimize exposure of nearby offices to the evolved process gasses.
LECO has stated that they are the sole distributor of their products. Because of these reasons LECO Corporation is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract.
This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
