The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Sophion Bioscience based in Bedford, MA on behalf of the West Haven, CT VA Healthcare System. The requirement is to provide a maintenance service contract for two Sophion Qube systems currently installed and in-use at the West Haven facility.
The manufacturer of the Qube system (Sophion Biosciences) offers a service contract to rapidly repair the instrument, as well as periodic preventive maintenance to insure normal operating specifications. We require a service contract to cover Qube-023 for a year. The manufacturer is the only qualified entity for system parts and personnel to provide the services.
Scope of Work: The selected Vendor shall provide onsite periodic maintenance on two (2) Qube automated electrophysiology instruments and verify they are working within specifications. The vendor will also provide onsite repairs if needed. The minimum required are:
A minimum of two (2) maintenance visits per 12 month period from start of
Contract. Visit PM1 at the time of signing and PM2 approximately six (6)
months later
All maintenance parts covered
Spare parts beyond maintenance also included
Labor included
Sophion service engineer travel and accommodations included
Software and user manual upgrades included
Hotline support included
Up to two days support by Application Scientist or another
specialist, either on-site or remote, or for a Qube instrument:
converted to custom SW-development
Application Scientist travel and accommodation covered
Free access to training seminars at Sophion worldwide for up to
Two (2) people
The requirement will take place at a VA facility West Haven, CT. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Friday, August 26, 2022, (10:00 AM, EST).
