Description
General Services Administration (GSA) seeks to lease the following space:

North: At the intersection of W. Carver Street and Hillandale Road, proceed east on W. Carver Street until its intersection with N. Duke Street;
East: Proceed south on N. Duke Street until its intersection with W. Chapel Hill Street;
South: Proceed west on W. Chapel Hill Street until its intersection with the Durham Freeway (NC 147) 147. Proceed west on the Durham Freeway until its intersection with 15th Street;
West: Proceed north on 15th Street until its intersection with Hillsborough Road. Proceed west on Hillsborough Road until its intersection with Hillandale Road. Proceed north on Hillandale road until its intersection with W. Carver Street.

Additional Requirements:
- All offered space must be above grade and contiguous on one floor.
- Offered space must be capable of meeting ISC Level 2 Security Requirements, as determined by the Government in its sole discretion.
Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as the “100-year” floodplain).
The U.S. Government currently occupies office and related space in a building under a lease in Durham, N.C., that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this notification. In the event that a potentially acceptable offer fails to provide required information as part of its response to this notification, the Government reserves the right to assume that the building in question cannot meet the Government’s requirements.
Expressions of Interest should include the following:
- Building name and address;
- Phone number and e-mail address of lessor’s representative;
- ABOA and rentable square feet available (identifying the specific floor and square footage on each, with Common Area Factor) and its condition (shell or built-out);
- Asking rental rate per ABOA and rentable square foot, fully serviced for the full 10-year term. Alternative locations’ rental rates should be inclusive of a standard GSA warm-lit shell, a TIA of $56.20/ABOA SF, and a building specific amortized capital (BSAC) allowance of $12.00/ABOA SF;
- Description of additional tenant concessions, if any;
- Number of parking spaces available on the premises;
- Date building will be ready for commencement of tenant improvements; and
- Evidence that the offered space will meet the other specific requirements identified herein.
