Description

The purpose of this posting is to release updated OMFV information including the draft Section C and other information for OMFV Phase 3/4 Detailed Design and Prototype Build and Test.

The information being released at this time is:

There are documents above that are Controlled Unclassified Information (CUI), marked Distribution Statement D, or contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979, as amended, (Title 50, U.S.C., App. 2401 et seq.). It is the responsibility of the Offeror, not the Government, to obtain the appropriate export licenses, or process the appropriate export license exemption, necessary for authorization to share any such information with subcontractors who are foreign persons or entities as defined in applicable export laws and regulations, or to obtain access to the files themselves.

Additionally, this draft includes classified information (Classified OMFV P-Spec) that must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) Rule, DoD 5220.22-M, and the DD254. Classified information will only be released to Offerors holding the appropriate Facility Clearance (FCL).

Subject: OMFV P-Spec Rev003, GCIA Rev002, and Phase 3-4 Draft RFP Scope of Work

1.0 Description of Intent

Army Contracting Command – Detroit Arsenal (ACC-DTA) in support of the Program Manager Maneuver Combat Systems (PM MCS) is releasing a Pre-Notice of its intent to release the Unclassified/Classified OMFV P-Spec Rev003, GCIA Rev002, and the Draft RFP SOW for the OMFV Phase 3 Digital Design and Phase 4 Build/Test Prototypes on Monday, 28 February 2022 for industry feedback/comments. 

The Unclassified/CUI OMFV P-Spec format is an Objective Architecture SysML Model (*.mdzip file) and the Classified OMFV P-Spec format is PDF. The GCIA model format is SysML (*.mdzip file).  Software that can open *.mdzip files are MagicDraw, Cameo Systems Modeler, or Cameo Enterprise Architect (version 19.0 or higher).  Requests for the OMFV PSpec Rev003, and GCIA by Industry is encouraged as soon as possible using Instruction in Section 4.0 below.

The Army intends to release the final RFP for the OMFV Phase 3 – 4 (Detailed Design & Prototype Test Phase) in 3rd quarter Fiscal Year (FY) 2022.

2.0 Industry Feedback/Comments Deadline for Submission:

Industry Feedback/Comments on the Unclassified/Classified OMFV P-Spec Rev003 and Objective Architecture SysML Model are to be provided no later than 1200 local time on Monday, 14 March 2022.  Comments are to be provided within a Comment Resolution Matrix (CRM) MS Excel Spreadsheet for OMFV P-Spec Rev003 (filename: (Blank)* CRM for PSPEC Rev003.xlsx). 

Industry Feedback/Comments on the GCIA Rev002 are to be provided no later than 1200 local time on Monday, 14 March 2022.  Comments are to be provided within a CRM MS Excel Spreadsheet for OMFV GCIA (filename: (Blank)* CRM for GCIA Rev002.xlsx).

Industry Feedback/Comments on the OMFV Draft RFP SOW for Phase 3 – 4 are to be provided no later than 1200 local time on Monday, 14 March 2022.  Comments are to be provided within a CRM MS Excel Spreadsheet for OMFV Draft RFP SOW (filename: (Blank)* CRM for OMFV DRAFT RFP SOW.xlsx).

*Replace “(Blank)” with Company Name when submitting your CRM to the Government.

3.0 Method of Delivery for Industry Feedback/Comments:

1. All Unclassified/CUI Information shall be sent via email or DoD SAFE to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil.

2. All classified information shall be sent by any approved method referenced in the NISPOM rule to the MCS-OMFV classified mailing address or another secure data transfer environment identified by the Government.  The preferred method of delivery for classified information is by US mail, for example, USPS Express Mail delivery. Use the below mailing address:

4.0 Instructions for Requesting Unclassified/Classified OMFV P-Spec Rev003 and GCIA Rev002

Instructions for Obtaining Control Unclassified Information (CUI):

If your organization would like to receive the Unclassified OMFV P-Spec Rev003 and GCIA Rev002 which are Controlled Unclassified Information (CUI) document, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below:

  1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name) - Request copy of the Unclassified OMFV P-Spec Rev003, OMFV Objective Architecture Model, and GCIA Rev002".
  2. The body of your email should provide an explanation of your governmental purpose for these documents.
  3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format):
    1. Company name, address, and corresponding CAGE code.
    2. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO).
    3. Indicate if you are interested as “Prime” or “Subcontractor”.  Prime means the offeror, the entity that would be awarded the U.S. Army contract. Subcontractor means any team member, supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor

Note: The requested document will be sent to only the Data Custodian listed on the DD2345.

Instructions for Obtaining Classified:

If your organization would like to receive Classified OMFV P-Spec Rev003 which is a Classified document, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below:

  1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name) - Request copy of the Classified OMFV Performance Specification Rev003".
  2. The body of your email should provide an explanation of your need to know.
  3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format):
    1. Company name, address, and corresponding CAGE code.
    2. Verification of an approved SECRET Facility Clearance (i.e., National Industrial Security System (NISS) document)
    3. If you have certification of classified processing, please provide
    4. Facility Security Officer (FSO) and contact information
    5. Defense Counterintelligence and Security Agency (DCSA) Representative name and contact information
    6. National Interest Determination (NID) certification (for foreign own companies)
