This notice is not a solicitation as defined by FAR 2.101, therefore it shall not be construed as a commitment by the Government to enter into a contract, nor does it restrict the Government to an acquisition approach. All information contained in this sources sought is preliminary as well as subject to amendment and is in no way binding on the Government. Information submitted in response to this notice is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is requesting that restrictive or proprietary markings not be used in response to this notice. If a solicitation is released, it will be synopsized in the Federal Contract Opportunities website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this sources sought.
1. Title: __Prescription Filling Services ___________________________________
2. Purpose: The purpose of this sources sought notice is to identify potential sources which will aid in defining the procurement strategy (e.g., set-aside, sole source, unrestricted) for a solicitation the VA intends on issuing shortly for the following:
Services needed under this effort are described below:
The contractor shall provide prescription filling services to include traditional prescription screening, dispensing, and counseling services (by a licensed pharmacist) to eligible veterans presenting authorized prescriptions from providers at the VA Medical Center Community Based Outpatient Clinics or prescriptions approved for MISSION beneficiaries.
The purpose of this contract is to provide prescription-filling services (first fill) for acute conditions deemed to be urgent by the CBOC provider or MISSION provider, according to the formulary provided. Acute conditions included but not limited to cough, infection, colds, pain, and other severe medical conditions that drug therapy treatment must be started within 14 days of a patient s visit to CBOC or MISSION providers. The Contractor will screen these CBOC and Mission prescriptions based on formulary guidance provided by the COR (or designee) for inclusion in the urgent first approved listing.
The areas are to be in several locations within a 10-mile radius of the Department of Veterans Affairs Community Based Outpatient Clinics (CBOCs):
(1) Ft. Smith CBOC which is located at 5700 Phoenix Ave, Fort Smith, AR 72903
(2) Veterans Healthcare System of the Ozarks located at 1100 N. College Ave. Fayetteville, AR 72703
(3) Harrison CBOC which is located at 707 North Main St Harrison, AR 72601
(4) Jay CBOC which is located at 1569 N. Main, Jay, OK 74346
(5) Branson CBOC, which is located at 5571 North Gretna Rd Suite B, Branson, MO 65616
(6) Ozark CBOC, which is located at 2713 West Commercial, Ozark, AR 72949
(7) Gene Taylor Outpatient Clinic (CBOC) which is located at 1850 W. Republic Rd, Springfield, MO 65807
(8) Joplin CBOC, located at 3015 Connecticut Ave, Joplin, MO 64804
(9) A CBOC will be opened in Bella Vista, AR and will be added to this contract in the future (timeline 2026).
The anticipated Small Business Administration (SBA) size standard for the North American Industry Classification System (NAICS) code _456110_ is __$37.5M__.

4. Opportunity/Market Pricing: The MEDVAMC is seeking information from potential vendors on their ability to provide the required service. THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this RFI in order to assist the MEDVAMC in determining potential levels of competition and general market pricing available in the industry. Therefore, vendors are requested to submit estimated market research pricing along with their responses to the above. The estimated pricing will be considered when determining the procurement strategy for the forthcoming solicitation.
5. Instructions and Response Guidelines: Questions regarding this sources sought shall be submitted no later than 9:00am (CST), January 29, 2025, via email to lakeisha.white@va.gov.
Sources Sought responses are due by 9:00am (CST), Wednesday, January 29, 2025; size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to lakeisha.white@va.gov The subject line shall read: Pharmacy Prescription Services Sources Sought. NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 3(a) - 3(f).
Please provide the information you deem relevant in order to respond to the specific inquiries of the sources sought. Information provided will be used solely by MEDVAMC as Market Research and will not be released outside of the MEDVAMC Purchasing and Contract Team.
