Description
NOTICE TO ALL 8(a) SMALL BUSINESS OFFERORS
SUBJECT: Request for Proposal (RFP) FA890323R0032, Optimized Remediation Contract at McConnell Air Force Base, Kansas.
1. The 772d Enterprise Sourcing Squadron (772d ESS) in conjunction with the Air Force Civil Engineer Center, Environmental Directorate (AFCEC/CZ) anticipates awarding the subject requirement as a Firm Fixed Price (FFP) contract. Pursuant to Section 8(a) of the Small Business Act (15 U.S.C. 637(a)(1)) and in accordance with the Federal Acquisition Regulation (FAR) Part 19.808-2 and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and the Department of the Air Force. The SBA has accepted this offering for Environmental Remediation Services for Optimized Remediation Services at McConnell Air Force Base, Kansas, NAICS-562910.
2. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Request your proposal remain valid for Government acceptance for a period of 280 days after receipt of proposal.
3. The purpose of this effort is for Optimized Remediation Services at McConnell Air Force Base, Kansas. The requirement shall be completed in accordance with all applicable technical and regulatory requirements and the Performance Work Statement (PWS) dated 11 May 2023, provided as Attachment 2 to this notice. The Base Support Letter (BSL) is also provided as Attachment 3.
4. The Period of Performance (PoP) will be approximately 10 years from date of award. One (1) base year, and Nine (9) option years (1 year options).
5. This RFP is issued as a competitive Section 8(a) Set-Aside. Only eligible, certified Section 8(a) program participants may submit proposals in response to this RFP. It is the responsibility of the interested party to check frequently for any changes to the solicitation. Hard copies of the solicitation will not be provided. All responsible and eligible sources may submit a proposal which shall be considered by 772 ESS/PKB.
6. INFORMATION TO OFFERORS (ITO) AND INSTRUCTIONS FOR PROPOSAL PREPARATION: Please See RFP Attachment Solicitation Section L – Instructions, Conditions, And Notices To Offerors and the Solicitation Document - FA890323R0032 provided as attachments to this notice for complete instructions regarding proposal preparation and submission.
7. Proposal Submission Deadline: All items required for proposal submission by the Solicitation Section L – Instructions, Conditions, And Notices To Offerors must be received no later than 10 July 4:00 PM CDT for the Offeror's proposal submission to be considered timely. Proposals received after 10 July 4:00 PM CDT will be considered late and excluded from the evaluation.
8. Point of Contact (POC): The Contracting Officer (CO) is the sole point of contact for this acquisition. Offerors should address questions, concerns, or requests for clarification in writing via email only. Questions received via telephone, fax, or letter will not be answered. All questions, concerns or requests for clarification must be received by the POCs listed below.

9. Electronic Proposal Submission: All Offerors intending to submit a proposal in response to this solicitation shall request a DoD SAFE link no later than 28 June 4:00 PM CDT. The email request shall include the name of the company, point of contact, phone number and email address. It is the Offeror's responsibility to follow up with the CO if they do not receive a DoD SAFE link. Although the DoD SAFE link will be valid for 14 days after receipt, the proposal due date and time for this solicitation is 10 July 4:00 PM CDT. Proposals received after 10 July 4:00 PM CDT will be considered late.
10. Offerors must submit all questions related to this solicitation in writing to the CO Mr. Stephen Dimitriou at stephen.dimitriou@us.af.mil and copy the CS, Ms. Rebecca Robinson at rebecca.robinson.5@us.af.mil and the McConnell ORC Mailbox at 772ess.mconnell.orc23@us.af.mil NLT 4:00 PM CDT on 21 June 2023. Questions must be submitted using the Q & A Template provided as an attachment to this notice. Responses to questions will be posted as an update to this notice. It is the responsibility of offerors to check this notice frequently for any updates.
11. All parties interested in submitting a proposal on Department of Defense (DoD) solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for contract award. Interested parties can register at (https://sam.gov).
12. Offerors are required to either confirm Reps and Certs have been updated showing compliance with FAR 52.209-11 or complete and provide with the proposal, the provision at FAR 52.209-11.
