Description

The U.S. Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for a cost-plus-fixed-fee completion contract in support of OFDA/LAC's Regional Disaster Assistance Program (RDAP). In support of its broader LAC strategy and program, USAID/OFDA requires the services of a contractor to provide program management, technical assistance, training, and disaster response support services for the Regional Office for Latin America and the Caribbean (LAC) in San Jose, Costa Rica for the Office of U.S. Foreign Disaster Assistance in the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA/OFDA). In Latin America and the Caribbean, USAID/OFDA is uniquely poised to coordinate disaster response for the U. S. Government and provide support to risk management programs through its regional office in San Jose, Costa Rica. OFDA’s program in LAC is field-driven, responding to needs identified by the OFDA/LAC regional office, which maintains the lead in communication with partners and beneficiaries, assessment and needs identification, and development of the regional risk management program. In addition, the Contractor shall award and administer a small grant program ($50,000 or less to non-US NGOs) in support of the OFDA/LAC strategy. USAID anticipates one (1) award as a result of this solicitation. The contract will include a 20% small business subcontracting requirement. The total estimated cost is estimated between $25 million to $30 million covering a total estimated period of five years: a two (2) year base period and three (3) one-year option periods. Revealing the estimated range for the contract does not mean that Offerors should necessarily strive to meet the maximum amount estimated. Offerors must propose costs that they believe are realistic and reasonable for the work. Cost proposals will be evaluated as part of a best value determination for contract award. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. Interested firms can register and use the Interested Vendor List (IVL) on the FedBizOpps, so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. The NAICS Code for this procurement is 561990. The solicitation will be posted on the FEDBIZOPPS web page (i.e., www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor.
