The Naval Information Warfare Center (NIWC) Atlantic, Charleston, SC is issuing this pre-
solicitation notice to inform industry of an upcoming solicitation (N65236-18-R-0168).
NIWC Atlantic requires contractor engineering support services for the conception,
design, development, and delivery of integrated systems, networks, and supporting
infrastructure along with corresponding engineering, technical and management support
services and equipment for Air Traffic Control (ATC), Meteorology and Oceanography
(METOC), and Aviation Command, Control, Communications, Computer, Combat System,
Intelligence, Surveillance, and Reconnaissance (C5ISR) electronic systems. The
requirement also includes support for the modification, upgrade, sustainment,
maintenance and emergency/routine repairs of existing ATC, METOC, and Aviation C5ISR
systems. This includes full system life-cycle support services for SPAWAR ATC
Enterprise/Capability Based In-Service Engineering Activity (CB-ISEA) systems; air traffic
management and electronic equipment maintenance services to support ATC operations
(ground-to-air communications, aviation command and control, surveillance and
precision radar, voice communications, and aviation weather systems sustainment and
maintenance); and installation and integration of ATC, METOC, and Aviation C5ISR
electronic systems.
To sufficiently provide the required support as described above, two types of contracts
are required. First, a multiple award contract (MAC) is required to provide engineering
support services on a non-emergent/routine basis, and secondly, a single award contract
(SAC) is required to provide a rapid response capability for emergent engineering support
services needs resulting from natural disaster, war, or other critical mission support
events. Coverage under both of these contract types will ensure continuity of operations
for ATC, METOC, and Aviation C5ISR electronic systems. A single solicitation will be
issued requesting the submission of offers in response to both contract requirements.
On 23 August 2018, NIWC Atlantic issued a sources sought notice (SSC-
Atlantic_MKTSVY_156CFA) via the Federal Business Opportunities (FedBizOpps) web
site. Interested parties were encouraged to reply to the sources sought notice and were
notified that the Government reserved the right to consider potential set-asides for small
businesses. Based on market research results, this procurement will be conducted using
full and open competitive procedures, and the Small Business Administration
Procurement Center Representative has concurred with the decision. The applicable North
American Industry Classification System (NAICS) code is 541330 with a size standard of
$38.5 Million.
The Government anticipates award of Indefinite Delivery/Indefinite quantity (IDIQ),
performance based contracts. Task orders issued under the proposed contracts will be
Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP). The proposed multiple award
IDIQ contract and single award IDIQ contract will contain a five-year base ordering
period and the option for an additional two-year ordering period. The place of
performance is worldwide, including performance within the U.S. Central Command Area
of Responsibility.
A draft performance work statement (PWS) is available at the SPAWAR e-Commerce
website for industry review and comment. Potential offerors are requested to review the
draft PWS and submit questions/comments. DRAFT DOCUMENTS ARE ISSUED FOR
INFORMATIONAL PURPOSES ONLY. DRAFT DOCUMENTS ARE SUBJECT TO, AND MAY BE
REVISED BEFORE, THE ISSUANCE OF THE FORMAL RFP.
Questions regarding this announcement shall be submitted via the SPAWAR e-Commerce
Central website https://ecommerce.spawar.navy.mil. Verbal questions will NOT be
accepted. Unless otherwise stated herein, no additional written information is available
and no formal RFP or other solicitation regarding this announcement is currently
available. Requests for the same will be disregarded. If a solicitation is released, it will be
found on the SPAWAR E-Commerce Central website.
Please note that this is not a request for proposals. Responses to this pre-solicitation
synopsis are not offers and do not commit the Government to contract for any supply or
service whatsoever. At this time, the Navy is not currently seeking proposals and will not
accept unsolicited proposals. Respondents are advised that the Government will not pay
for any information or administrative costs incurred in response to this notice; all costs
incurred or associated with responding to this notice will be solely at the respondent's
expense.
NIWC Atlantic will hold a Pre-Solicitation Conference/Industry Day for this requirement
on 4 June 2019 from 0900 to 1200 at The Redbank Club, 2316 Red Bank Road, Building
942, Goose Creek, SC 29445. The purpose of this Pre-Solicitation Conference/Industry
Day is to: 1) provide specific information on the anticipated requirements for the ATC
Engineering, Technical, and Operational Total System Delivery Support procurement; 2)
provide an advanced look at the solicitation's submission requirements and draft
evaluation criteria; and 3) provide prospective offerors with an opportunity to ask
questions and provide feedback to the Government.
The conference will include presentations from both contracting and technical personnel
involved with the ATC Engineering, Technical, and Operational Total System Delivery
Support requirement. There will also be the opportunity to submit written questions at
the conclusion of the presentations. All questions submitted before and during the
conference will be recorded and posted to the SPAWAR E-Commerce central website.
Additionally, all information presented at the conference will be made available through
the SPAWAR E-Commerce central website.
Due to limited seating and parking, prospective offerors will be limited to four attendees
per company. If you plan on attending, please register no later than 1200 on 3 June
2019.
