Description

The Naval Sea Systems Command (NAVSEA) has a requirement for the detail design and construction (DD&C) of Submarine Tenders under the AS(X) recapitalization program.  The AS(X) recapitalization program is managed by the Strategic and Theater Sealift Program Office, PMS 385.  The solicitation provides for DD&C of up to two (2) AS(X) ships, engineering and industrial support, crew familiarization, training equipment,and provisioned item orders.  

AS(X) is being specifically designed to support deployed VIRGINIA class (VCS), COLUMBIA class (CLB), and future generation submarines in the 21st century.  AS(X) will also be capable of supporting Los Angeles (LA) Class submarines and OHIO Class SSBNs until their retirement. 

AS(X) will conduct steady state and wartime sustained, forward-based tending, resupply, and I-level repair operations on deployed submarines while at anchor or moored at a pier.  All systems essential to conduct tending, repair operations and logistical support to tended submarines will be manned to sustain 24-hour/day services.  In steady state, the AS(X) provides pier-side support in a forward deployed submarine homeport, providing sustained repair, supply, weapons handling/rearming, and tending operations for home ported or visiting submarines and ships, and fly-away emergent voyage repair services for other deployed submarines and ships.

AS(X) DD&C SOLICITATION DOCUMENTS

The AS(X) DD&C solicitation contains Controlled Unclassified Information (CUI).  Therefore, the AS(X) DD&C solicitation and all associated attachments are not publically releasable on SAM.gov.  Prospective Offerors must request a “Terms of Use Agreement” (TOUA) from the Procuring Contracting Officer (PCO).  The TOUA letter shall be signed by an authorized representative of the prospective Offeror and returned to the Government points of contact identified in this notice.  Upon receipt of a duly executed TOUA, the Contracting Officer and/or Contract Specialist will provide via secured electronic manner (DOD SAFE) the AS(X) DD&C solicitation, amendments and associated attachments to the potential Offeror.

Prospective Offerors must request a TOUA from the NAVSEA PCO by 5:00 pm (EST) on the fourteenth (14th) calendar day from the posting of the original solicitation notice.  Prospective Offerors that do not request a TOUA letter by this deadline will not be provided the AS(X) DD&C Solicitation and associated Attachments.

Prospective Offerors that already have an approved TOUA from the PCO must request the AS(X) DD&C Solicitation and associated Attachments from the Government points of contact identified in this notice by 5:00 pm (EST) on the fourteenth (14th) calendar day from the posting of the original solicitation notice.  Once requested, the Contracting Officer and/or Contract Specialist will provide via secured electronic manner (DOD SAFE) the AS(X) DD&C solicitation, amendments and associated attachments to the potential Offeror.
