Description
THIS IS A SOURCES SOUGHT / REQUEST FOR INFORMATION (RFI) ONLY. This is NOT a request for proposal. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Submission of any information to this RFI survey is purely voluntary. Government assumes no financial responsibility for any cost incurred associated to this request for capability information.
This is a Sources Sought announcement. The 325th Contracting Squadron at Tyndall AFB, FL, is issuing this RFI for the purpose of locating qualified firms that would have the capabilities to provide management, tools, equipment, and labor necessary for Bird Detection Radar with Drone Detection to include an Extended Warranty, Service & Maintenance Plan Agreement to be installed at Tyndall AFB for the 325th Wing.
The Government intends to execute a one year contract with four options years that includes coverage for labor, materials and other costs for system preventive maintenance to include routine maintenance, 24-7 telephone and internet technical support, remote system monitoring, software upgrades and maintenance, and, repair or replacement of any failed parts or components.
Covered Equipment & Components: The equipment covered by this agreement includes
(a) The System hardware any supplied upgrades or modifications made to the System as of the start date of this Agreement.
(b) Operating software and any upgrades and/or add-on functionality.
(c) A commercial internet line, through an approved base provider, that will provide remote access capability to system hardware
(d) (Technology Refresh) Desktop computer towers and associated operating software for two locations that will allow for robust data analysis and information display. Laptop or tablet-based systems that allow for mobile display and analysis of current Bird Air Radar System (BARS) data. Tech refresh will occur at an interval not to exceed three (3) years or as technology limitations dictate replacement.
Items not covered by this Agreement are Government supplied or installed components or ancillary systems and System wear parts that are limited to the backup generator unit. The designated NAICS Code is 334511 and a Size Standard in number of employees 1,350.
Your response shall include the following information:
- Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service-Disabled Veteran Owned, etc.)
- Relevant past performance on same/similar work dating back to the last three (3) years and your company's capability to do this type of work.
- Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
- The Performance Work Statement (PWS) is currently being drafted and will not be provided with the sources sought. Once complete the PWS will be attached to the sources sought in SAM.GOV at a later date.
It is imperative that business concerns responding to this source sought articulate their capabilities clearly and adequately.

Registration requires applicants to have a Unique Entity Identifier (UEI). Registration may take up to three weeks to process. All information contained in this sources sought announcement is preliminary, subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Air Force to facilitate decision making and will not be disclosed outside of the Government.
