EXPRESSION OF INTEREST
“Performance Assessment Development, Maintenance, and Monitoring”
INTRODUCTION:
Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, solicits expressions of interest from potential suppliers with the capability to prepare technical basis documents required under DOE Order (O) 435.1 Radioactive Waste Management. This request is a means of conducting market research only and does not constitute a request for proposal, request for quote, or invitation for bid.
BACKGROUND:
The Savannah River site (SRS) E-Area Low-Level Waste Facility (ELLWF) consists of five types of disposal units described in the Performance Assessment: Low Activity Waste Vault, Intermediate Level Vault, Engineered Trenches, Slit Trenches and Naval Reactor Component Disposal Areas. The E-Area Low Level Waste Facility began accepting waste in 1994 and is expected to continue accepting waste from across Savannah River Site operations and cleanup through 2065. Operation of the ELLWF is authorized under the Disposal Authorization Statement (DAS). The DAS provides the Department of Energy (DOE) authorization to grant approval for radioactive waste disposal. To obtain a DAS, technical basis documents are developed as described in the DOE standard Disposal Authorization Statement and Tank Closure Documentation, DOE-STD-5002-2017 and as required by DOE Order (O) 435.1, Radioactive Waste Management.
SCOPE:
Solicit Expressions of Interest (EOI) from potential suppliers with the capability to perform activities in support of the following technical basis documents as described in the DOE standard Disposal Authorization Statement and Tank Closure Documentation and as required by DOE Order (O) 435.1, Radioactive Waste Management.
- Performance Assessment
- Conceptual Models using PORFLOW and GoldSim simulation software
- Data packages with inputs, assumptions and approaches associated with Performance Assessment for disposal unit operation and closure
- Closure Plan
- Infiltration, site characteristics, disposal unit covers, disposal unit design features
- Monitoring Plan
- Performance/Compliance monitoring, lysimeter program, evaluate trends, and interference from other sources such as closed disposal units
- Maintenance Plan
- Research and Development – container corrosion, lysimeter; revisions to performance assessment, closure plan, monitoring plan, etc.
- Change Control Process
- Unreviewed Disposal Question Evaluation, Special Analysis
- Annual Summary Report
- Evaluation of cumulative effects of all changes in relation to the Disposal Authorization Statement. performance assessment assumptions, conclusions, and the radioactive waste management basis; interaction with Department of Energy Low-Level Waste Disposal Facility Federal Review Group (LFRG)
Expression of Interest Submittals:
Interested suppliers responding to this expression of interest shall provide the following information:
- Point of contact with email address, phone number and mailing address
- General description of capability and experience in performing the activities as described in the DOE standard Disposal Authorization Statement and Tank Closure Documentation and as required by DOE Order (O) 435.1, Radioactive Waste Management.
- Performance Assessment modeling and documentation
- Closure Plans
- Monitoring Plan
- Maintenance Plan
- Change Control Process
- Annual Summary Report
- Personnel qualifications
- Scheduling competency with Primavera P6 project management software or other industry standard software
- Experience with regulatory entities such as Federal and State agencies, including DOE, on radioactive waste disposal facilities.
This is not a request for proposal but a request for expression of interest. SRNS will not award a contract(s) based on this expression of interest nor pay for information solicited. SRNS reserves the right to use information submitted by, or obtained from, a potential supplier in a manner SRNS determines is appropriate including, but not limited to, the creation of a competitive solicitation based on submitted responses. SRNS may choose to open discussion with one or more companies submitting an EOI. SRNS will use these responses to identify viable suppliers to perform the identified scope.
