The General Services Administration (GSA), Public Buildings Service (PBS), New England Region 1, analyzed the benefits of consolidating four (4) separate contracts into one (1) Blanket Purchase Agreement (BPA) for Combined Custodial and Operations & Maintenance Services for Hartford, New Haven, and Bridgeport, Connecticut.  GSA has found the consolidation necessary and justified.  Consolidation of the requirements will result in substantial benefits estimated at 16.35%. The benefits exceed the requirement per FAR 7.107-2(d) of 10% of the estimated contract value, for contracts below $94 million. The government anticipates awarding as a 100% small business set-aside under a BPA off of the GSA Multiple Award Schedule to which an order for a consolidated procurement combining the four (4) existing contracts will be immediately awarded.​ The performance period will be a one-year base with nine, one-year options for a possible total of ten years. ​ In addition to the projected quantified cost savings, the BPA will benefit from reduced contract redundancy and inefficiency, better allocation of personnel resources, improved responsiveness to Government requirements, and streamlining of administrative procedures. The cost savings and other benefits that will be realized as a result of this consolidated BPA outweigh any potential negative impacts to small business.  In addition, the Government reserves the right to further set-aside this requirement for specific small business socio-economic categories.
