Description
The Department of State Regional Procurement Support Office in Frankfurt German, on behalf of the Security Assistance Office (SAO) at the U.S. Embassy in Suva, Fiji intends to procure, on a non-competitive basis repair services from R. Building Mechanical Engineering and Hydraulic Repairs Pte Ltd. The required services are listed in Attachment 1.
The Security Assistance Office in Suva, Fiji is working with the to ensure repairs are made to the facility that will be used the Government of Fiji to house victims of human trafficking. Fiji's Department of Immigration owns and operates a safe house for victims of trafficking, but the building is decrepit and unsafe for the inhabitants. While the Government of Fiji has made a commitment to facing this issue head on, the economic hardship brought on by the COVID-19 pandemic has left anti-trafficking efforts under-resourced and victims of trafficking in a vulnerable position.
The renovation of the trafficking-in persons house will provide a safe temporary home for victims of trafficking. In particular, the electricity, plumbing, and protective measures (gate, fencing, et cetera) are in dire need of repair and replacement to bring the building up to a standard that is suitable for assisting victims of human trafficking. The renovation would allow the Government of Fiji to offer significantly enhanced inclusive health services to one of the country's most vulnerable populations, while also ensuring that the unique health and human security needs of men, women, boys, and girls affected by trafficking are being addressed.
Based on the foregoing information, the Department does not expect a company other than Building Mechanical Engineering and Hydraulic Repairs Pte Ltd being able to meet the requirements. The Department conducted market research for this requirement in fiscal year 2022. Only one vendor was able to provide all services requested in the timeline needed. The Department does not expect to be able to obtain competition for renovations.
This notice is not a request for quotations and a solicitation will not be available. This acquisition will be conducted under the authority of FAR 13.501(a). All responsible sources may submit a capability statement, which shall be considered by the Department. However, a determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
To be considered, responses to this notice must be received by the Department no later than 3:00 p, local (Central European Time on July 12, 2022. Responses and questions, if any, must be submitted via email to FleishhackerJM@STATE.GOV. Telephone inquiries will not be accepted nor acknowledged.
Any information submitted in response to this notice is strictly voluntary. The Government will not pay for costs incurred in responding to this notice.
