Description

The Bureau of Prisons (Bureau) seeks a contractor to provide community-based outpatient substance use, mental health, and sex offender community treatment services for male and female Adults in Custody (AICs) residing at the local Residential Re-entry Center (RRC), on home confinement, or on Federal Location Monitoring (FLM), in Norfolk, Virginia. The location where services are to be provided must be within a ten (10) mile radius of the United States Courthouse located at 600 Granby Street, Norfolk, VA 23510 and within a 1/2 mile of local public transportation stops. This requirement will ensure inmate accountability is maintained and inmates will not have long commutes to the treatment center, reduce inmate transportation costs and ensure that public transportation is available.

All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state where services will be rendered.

Performance periods under this contract will be for a one-year base period estimated to begin on September 1, 2024 with four (4) one-year option periods, with services ending (if all options years are renewed) on

August 31, 2029.

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Statement of Work, Community Treatment Services, 2022, Statement of Work.  The request for quote will be available on or after April 26, 2024 and will be distributed solely through the Systems for Award Management web site http: //www.SAM.gov. Hard copies of the request for quote will not be available. The SAM.gov site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about May 27, 2024.

This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price, IDIQ contract with a guaranteed minimum and an estimated maximum.
