U.S. GOVERNMENT

General Services Administration (GSA) seeks to lease the following space:

State: Puerto Rico
City: Guaynabo
Minimum/ Maximum Sq. Ft. (ABOA): 59,196
Space Type: Office 
Parking Spaces (Total): 234 Structured (31 GOVs)
Full Term: 15 years
Firm Term: 10 years
Renewal Option: One (1) Five-Year Renewal
 

Proposed Delineated Area:

Northern Boundary State Highway 22 (Expreso de Diego) to Intersection of Avenida Plaza Las Americas to Calle Juan Calaf to Avenida Arterial B to Intersection of Avenida Ponce De Leon (PR State Road 25) and Calle Prudencio Rivera Martinez

REVISED Eastern Boundary Starting at the Intersection of Highway 22 and Highway 18 to Avenida Jesus T Pinero (State Road 17)

Southern Boundary:  Starting at the Intersection of Avenida Ponce De Leon (State Road 25) and Avenida Jesus T Pinero (State Road 17) to Expreso Martinez Nadal (State Road 20)

Western Boundary:  Starting at the Intersection of Expreso Martinez Nadal (State Road 20) and Jesus T Pinero (State Road 17) to State Road 2 to Expreso de Diego (State Highway 22)
 

The U.S. Government currently occupies office and related space in a building under lease in Guaynabo, Puerto Rico that will be expiring. Offered space must meet Federal Government, State, and Local jurisdiction requirements including, but not limited to, fire safety, security, accessibility, seismic, energy, and sustainability standards per the terms of the lease. A fully-serviced lease is required. Offered space shall not be in the 100-year flood plain. Offerors shall be responsible for providing a standard GSA warm lit shell.

The Government is considering alternative space, if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government is considering, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and nonproductive agency downtime.

The Government's decision regarding whether to relocate will be based, in part, on information received in response to this notification. In the event that a potentially acceptable offer fails to provide required information as part of its response to this notification, the Government reserves the right to assume that the building in question cannot meet the Government's requirements.

This procurement will be subject to all the rules, regulations, conditions, and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement.

At this time, the Government is only considering existing buildings and will not consider new construction options.

Submission by anyone other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space.

Expressions of Interest should include the following information at a minimum:

1. Building name and address;
2. Name, address, telephone number, and email address of the Ownership Entity and if applicable, the authorized representative;
3. ANSI/BOMA office area (ABOA) square feet being offered
4. Rentable square feet available (identifying the specific floors and square footage on each, with Common Area Factor) and its condition (shell, or built-out, and if so for whom);
5. A description of additional tenant concessions offered, if any;
6. Date building will be ready for commencement of tenant improvements;
7. Fully-serviced rental rate per RSF being offered. Indicate whether the quoted rental rate includes an amount for tenant improvements and state amount, if any:
8. Ceiling height details throughout the offered space:
9. Identification of any public transit routes/stops near the property offered;
10. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any);
11. Energy efficiency and renewable energy features existing within the building; and
12. Evidence that the offered space will meet the other specific requirements identified herein.

In order to respond to the Request for Lease Proposals (RLP), the Offeror must have an active registration in the System for Awards Management (SAM), via the internet at http://www.sam.gov. Offerors must be registered for the purpose of "All Awards," including completion of all required representations and certifications within SAM. This registration service is free of charge. This registration is not required to respond to this advertisement, but it will be required prior to the Lease Award Date. It is strongly recommended that potential Offerors register/verify and/or renew their registration at SAM.gov as soon as possible.
