U.S. GOVERNMENT
General Services Administration (GSA) seeks to lease the following space:
State: New Jersey
City: Newark
Delineated Area:
North: Interstate 280, Newark, NJ
East: Interstate 95, Newark, NJ
South: Interstate 78, Newark, NJ
West: Bergen Street, Newark, NJ
Minimum Sq. Ft. (ABOA): 27,115 ABOA SF
Maximum Sq. Ft. (ABOA): 28,470 ABOA SF
Space Type: Office and Related Space
Parking Spaces (Total): 87 spaces
Parking Spaces (Reserved and Secured): 87 secured parking spaces reserved for Official Government Vehicles. Valet parking is not acceptable.
Full Term: 15 years
Firm Term: 13 years
Renewal Option: One (1), Five (5) year option
Additional Requirements:
- Space shall not be on ground floor.
-Top floor of a building is acceptable if there is no access from the roof into the Government’s space (such as maintenance hatches or stairwells).
- Space must be vertically contiguous on no more than two floors.
- Access to a freight elevator with a secure path of travel to the offered space is required.
- Proposed space shall not be inside of a shopping mall or center.
- If the proposed building houses immigration, probation, public defenders and/or social services offices, the
Government must have a separate entrance, elevator and parking facility for the tenant agency’s personnel and visitors.
- Proposed building cannot house day care facilities, abortion clinics, mental health clinics, drug rehabilitation clinics or colleges and/or universities.
- Proposed building cannot be within 500 feet of residential areas.
- Proposed building cannot be within 1,000 feet of places of worship, schools that are considered K-12th grade, hospitals, prisons, abortion clinics, mental health clinics, drug rehabilitation clinics and/or day care facilities.
- Secured parking spaces are required for Government vehicles. Tenant agency requires a parking garage with a secure fenced/divided area or an on-grade lot with a secure fenced area. Access to the parking area is required at all times (24
hours per day). Only Government personnel shall have access to the secured parking area.
- If parking cannot be provided on-site, parking should be located within a twoblock radius of the office.
- Access to the parking lots must be controlled 24/7. Parking lots and all access from the building to the parking lots must be well lit at all times to ensure safety.
- Parking spaces cannot be in a shared lot with buildings that house agencies or tenants listed above.
- Subleases are not acceptable.
- Space shall allow for efficient layout and office workflow. Columns must have regular spacing of sufficient distance to support effective design.
Offered space must meet Government requirements for fire safety, accessibility
and sustainability standards per the terms of the Lease. A fully serviced lease is
required. Offered space shall not be in the 100-year flood plain.
This procurement will be subject to all the rules, regulations, conditions and
specifications stated in the Request for Lease Proposal (RLP) package that will
be sent out pursuant to this advertisement.
At this time, the Government is only considering existing buildings, and will not
consider new construction options.
Expressions of Interest must be received in writing no later than April 26, 2023 by
5:00 PM Eastern Time, and should include the following information at a
minimum:
• Building name and address;
• Location of space in the building and date of availability;
• Rentable Square Feet (RSF) offered and full-service rental rate per RSF;
• ANSI/BOMA office area (ABOA) square feet offered and full-service rental rate
per ABOA SF;
• Floor plans (as-built) identifying offered space;
• Name, address, telephone number, and email address of authorized contact.
Owners, brokers, or agents may offer space for consideration. Any properties
submitted by brokers or agents must be accompanied by written evidence that
they are authorized by the ownership to exclusively represent the building
offered.
