Description
On June 2, 2022, the Air Force requested potential offerors planning to submit a proposal for the CTSS V effort FA489023RCTSS provide the names, duties and responsibilities of all personnel who will be involved in the preparation or review of its proposal. Additionally, the Air Force requested potential offerors identify any potential organizational conflicts of interest (OCCI) concerns and provide mitigation plans that the offeror intended to take to either eliminate or mitigate the OCCI. A response to the June 2, 2022 notice was preferred but not required.
This Special Notice – Pre-Proposal OCCI Response supersedes the Jun 2, 2022 notice.
In anticipation of the release of the final request for proposal (RFP) for FA4890-23-R-CTSS, potential offerors SHALL provide the below requested information no later than November 14, 2022 at 14:00 Eastern with regards to the proposal team and any potential OCCIs. If the requirements of this Special Notice are not fulfilled by the stated date/time, any offer submitted under the RFP may be considered non-responsive and may not be evaluated.
Offerors must provide the following information for ALL members of the proposal writing team using the format provided below:

If any member of the proposal writing team is identified as having an OCCI concern, the potential offeror SHALL provide a written explanation of the offeror’s plan to effectively mitigate the OCCI concerns.
The Air Force would note that post government 30-day letters address representational bans impacting employment and use of non-public information. 30-day letters do not make a finding relating to whether or not an individual’s involvement on proposal writing teams constitutes an OCCI or appearance of OCCI. In accordance with FAR 9.5, this is a matter for the contracting officer over the procurement to decide and any such recommendations in 30-day letters are not binding on the contracting officer.
