Description
Revision 3 (August 31, 2023):
The Government has received questions from several Vendors and will provide responses during the planned Industry Day event on 19 September 2023. Additionally, Vendors will have an opportunity to amend and submit revisions to their survey responses no later than 25 September 2023.

Clarification on One-on-One (1on1) Meetings with the Government:
The intent of the 1on1 meeting with the Government is for those vendors who would be considered a Prime Contractor for any potential future LASSO contracts. This means the Prime Contractor would be the System Integrator. The Government encourages subcontractors and small businesses to collaborate with industry partners in developing and integrating systems within this space. At this time, the Government will not conduct 1on1 sessions with subcontractors. Based on this clarification, please update your registration request if you have previously submitted and have requested a 1on1 session.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A solicitation is not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The decision to solicit for a contract shall be solely within the Government’s discretion.
Precision Targeting Industry Days Conference: The Product Manager Soldier Precision Targeting Devices (PdM SPTD) will conduct Low Altitude Stalking and Strike Ordnance (LASSO) Industry Days on 19-21 September 2023. The event has a dual purpose: 1) to discuss how the Army can team with industry to field currently available systems, and 2) create a climate of collaboration to drive both government and industry investments.
This Industry Day will be conducted in two phases with both phases occurring at the Hilton Springfield VA (6550 Loisdale Road, Springfield VA 22150). Phase I will be an open presentation provided by the Government on 19 September 2023 to give industry an overview of LASSO emerging requirements. This is open to all interested vendors. Phase II will be One-on-One (1on1) discussions and collaboration lasting from 20-21 September 2023. Prime vendors may request meetings with the Government (see instructions below regarding how to request a one on one meeting). Sub and prime vendors are encouraged to schedule meetings onsite as well. Throughout the industry days, sub-contractors are encouraged to establish a booth space at their own expense to display their capabilities for prime vendor awareness. If your company would like to setup a booth, please indicate in your email submission for “Attend LASSO Industry Days.”
Conference Instructions:
1. The Industry Days will be held at Hilton Springfield. Activities will begin at 9:00 AM EST on 19 September and last until approximately 5:00 PM EST. The 1on1 sessions conducted on 20-21 September will also begin at 9:00 AM EST.
2. Participants in the Industry Day are required to complete the Request for Information Survey provided as Attachment 1. Vendors not intending to participate in the Industry Day are welcome to respond as well. PdM SPTD is conducting market research and the information received will inform the Government’s acquisition strategy for the LASSO program. Responses are restricted to the excel template provided. Request for Information Survey responses are due to PdM SPTD no later than 5 September 2023.
3. Attendance is limited to U.S. Department of Defense personnel, U.S. Department of Defense contractors, and exceptions as approved by PdM SPTD. If an exception is desired, or foreign nationals will be in attendance you must submit a by‐name request answering the following questions:

4. Questions during Day 1 open presentation can be submitted using the Quick Response Code (QRC). A QRC will be provided at the Registration Table on Day 1.
5. All company information briefed during the conduct of the 1on1 Session will be provided to the Government Contracting Officer with proper Markings.
6. Companies interested in attending the Industry Days are requested to submit an email with the subject line “Attend LASSO Industry Days” to all six of the following addresses: george.b.hubbard5.civ@army.mil, gabriel.h.feltenstein.civ@army.mil, stephen.j.donner2.ctr@army.mil, scott.a.huelse.ctr@army.mil, grant.h.peckham2.ctr@army.mil, and nicholas.c.glad.civ@army.mil no later than 21 August 2023. Please consolidate all attendees from your company on one list. The Government intends to publish a list of vendors and participants on Day 1 Open Presentation. No more than five personnel from each company will be allowed to attend Day 1 Open Presentation. If you are a prime vendor, please indicate if you desire a 1on1 session. The information required:

- Respond if your company and individuals attending both the open presentation and One-on-One discussion DO or DO NOT meet the requirements stated above.
- Company responses should include a statement as shown: “attendees do meet the access requirements IAW 32 CFR 117, NISPOM and DoDM 5200.48, Controlled Unclassified Information (CUI).”
