Description
The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) is seeking information from responsible sources and commercial agencies concerning air charter services (small aircraft) throughout the Virgin Island.
Introduction: This Request for Information (RFI)/Sources Sought Notice (SSN) is being issued to help the Justice Prisoner and Alien Transportation System (JPATS) better understand the capabilities of and availability of air charter services, as well as industry best practices related to procuring similar air charter services throughout the Virgin Island. This RFI/SSN is published for market research purposes. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. It is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS).
Purpose: The USMS/JPATS is conducting market research and is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performing the work described in the draft Performance Work Statement (PWS). The Government is also seeking to obtain industry comments and questions regarding the planned PWS.
Contract Requirements: The Government intends to procure the charter of one, small, turbo-propeller powered, aircraft with provisions for a minimum of 7-11 passenger seating. Flight routing will be throughout the Caribbean originating in San Juan, Puerto Rico with typical stops in St. Thomas and St. Croix, U.S. Virgin Islands.
Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by April 14, 2023, at 11:00 a.m. CST. All responses under this Sources Sought Notice, capabilities packages, information and/or feedback, shall be emailed to Victor.J.Stamps@usdoj.gov.
All parties are asked to respond with documentation outlining their capabilities and provide feedback on the capabilities listed within this RFI/SSN.
In addition to submitting your capabilities, please respond to this announcement by completing the Market Research Questionnaire.

Based on the responses to this Request for Information (RFI)/ Sources Sought Notice (SSN), This requirement may be set-aside for small businesses or procured through full and open competition.
