Description

Background. Custodial services historical have been provided by Contractors and are a necessary service required by the U.S. Army. Dugway Proving Ground is located in Utah, Tooele County, Dugway, Utah. The U.S. Army Garrison Dugway Proving is a Garrison authority under Installation Management Command (IMCOM). Dugway Proving Ground consists of approximately 798,214 acres and 1,121 buildings. The population base consists of approximately 1,873 Military, Government civilian and Contractor personnel, as well as, 255 resident family members. The U.S. Army Garrison Dugway Proving is a Garrison authority under Army Materiel Command’s (AMC) Installation Management Command (IMCOM), as well as various other tenant agencies. Contractors may be required to travel up to 150 miles one way from Salt Lake City to reach some work sites. The main gate is approximately 90 miles Southwest of Salt Lake City, Utah.

U.S. Army Dugway Proving Ground operates on a four (4) day work week, Monday through Thursday, from 0700 to 1730 (local time) except for federal holidays. Deliveries will be accepted on regular scheduled work days between 0700 and 1630 (local time).

Objectives. The Contractor shall ensure all work accomplished in the performance of this PWS meets all applicable Federal, State, and local laws, regulations, and directives to include, but not limited to, the publications in Section 7, Related Documents. To provide a clean and safe work environment, child services environment, and fitness center environment. Execution of the objective will ensure mission success for the Military, Civilians and Army Families using the Garrison facilities. Services include but not limited to. sweeping, mopping, vacuuming, cleaning/disinfecting sinks, toilets, urinals, and drinking fountains, dusting, interior glass cleaning, buffing floors, and providing supplies to restrooms, kitchens and break rooms.

SITE VISIT:  A site visit will be held Monday, August 15, 2022 at 9:30 A.M. MST.   Maximum of 2 per contractor shall be allowed.  The contractor shall provide Full Name, and company name with SAM UIE number for verification of  8(a) status by August 11, 2022 at 10:00 MST for site visit.

For Site Visit information, Present the following information: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). Attendees at the pre-proposal conference/site visit are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-proposal conference/site visit.

Remarks, explanations, and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Dugway Proving Ground Contracting Office.

QUESTIONS: The point of contact responsible for answering all inquiries is the Contracting Officer via the Contract Specialist. Address all questions or concerns the Offeror may have to Mr Paul Frailey, KO and Mr. Jeremy MacDougall. KS. All questions regarding this Solicitation shall be submitted in writing via email not later than 1:00 p.m. Mountain Standard Time on August 17, 2022 to the KO and KS identified below: W911S622Q0021 Paul.E.Frailey.civ@army.mil; and jeremy.a.macdougall.civ@army.mil Responses to the questions will be incorporated into the solicitation amendment. The solicitation amendment will be posted to the SAM website, https://sam.gov/ for viewing by all potential Offerors.

Past Performance Submission Instructions:  Provide Specific Relevant Contract References that is equivalent to comparable service description and amount of buildings/square footage for past performance information. The square footage estimates can be found in Technical Exhibit 1B.  The past performance shall be for no more than three (years) of the most relevant contracts performed for Federal agencies.  The offeror is responsible for identifying the Federal Agency, contract type, period of performance, scope, contract number, relevancy, and how that work is the same or similar to a referenced PWS requirement, and references that the Government can contact to validate performance and customer satisfaction. The Specific Relevant Contract Reference must match the past performance questionnaire information.

For the contracts identified on each Specific Relevant Contract Reference, the offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts.  

Your assessment of their performance is extremely valuable to our evaluation.  Please complete the enclosure and return to the MICC Dugway Proving Ground, UT, no later than August 25, 2022.  Submit your completed questionnaire to Paul E.
