AFWERX Pandemic Case Management Suite – Wearable Technology & COVID 19 Digital Contact Tracing
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This RFI is for informational and planning purposes only, and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for, any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations.
AFWERX, a subsidiary of the United States Air Force (USAF), in conjunction with the Office of the Joint Surgeon General, is looking to procure an estimated 10,000 wearable devices in support of the Pandemic Case Management Suite (PCMS). PCMS has been identified as an operational requirement in an effort to support the USAF’s fight against the COVID-19 pandemic by providing early infection identification and digital traceability of infected personnel to commanders to inform personnel and unit readiness decisions. The Government is seeking commercially available wearable technologies that can provide insight into biometric data (ex: heart rate fluctuation, O2 levels, etc.) that can identify a potential COVID-19 infection early and alert the user through its user dashboard with warnings. Additionally, the device shall not perform any location tracking or collect or store personally identifiable information.
The Government requests that interested parties provide a list of commercial, wearable technologies they are utilizing in the fight against the COVID-19 virus, and to answer the following questions:
1) Is your device(s) authorized to work within secure spaces (i.e. without Bluetooth, Wi-Fi, radio frequency, or GPS tracking)? If so who is the authorizing agency?
2) Is your device interoperable with other devices and can data provided by to a 3rd party integrator as part of a larger suite of toolsets to be utilized by the USAF?
3) Can your company meet the Initial Operational Capability (IOC) of 60 days or less to deliver approx. 10,000 devices to select USAF locations?
4) Does your device(s) protect privacy of the user?
5) Are there any known constraints to your device(s)?
6) Has your device(s) been utilized by the Government before? If so which agency? If DoD which branch of service?
7) Is private industry using your device for COVID-19 today? What has been the user adoption rate? What impact has your device had on the organizations return to normal business operations?
8) What is the success rate of your device in correlating device collected biometric data with COVID-19 likeliness? Have these results been analyzed and/or confirmed in a peer review setting?
9) Are there any foreign companies in your supply chain? If so, please provide a list of the countries

This RFI is for information and planning purposes only and does not constitute a RFP nor does
its issuance restrict the Government as to the ultimate acquisition approach. Please be advised that all submissions become Government property and will not be returned. Any response submitted by respondents to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees, Advisory & Assistance Services contractor employees supporting AFWERX. Any objection by a respondent shall be done so in writing via a cover letter accompanying your response. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice.
